Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:
Department of Veterans Affairs, Network Contracting Office 06, located at the Hampton VA Medical Center at 100 Emancipation Drive Hampton, VA 23667, in support of Salem VA Medical Center at 1970 Roanoke BLVD Salem, VA 24153.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This request is to procure two Valleylab ElectroSurgical Energy Platform units with associated parts used for multiple surgical specialty procedures such as cutting and coagulating tissue and blood vessels. These units are used for surgeries across multiple displines such as Urology, GYN surgery, Orthopedics, podiatry, etc.
Estimated amount: $20,908.10
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Currently the older version of these units are in use at the facility in the Operating Room and Surgical Clinic Procedure Room and are nearing the End of Life. Due to these items being currently in use the facility already has established multiple disposable and reusable items in inventory in use specifically for these machines. To insure compatibility with what is already in place the new generators should continue to be Valleylab as no other manufacturer has a machine that is compatible with these items.
To change the brand would cause delays in patient care as well as a learning curve for staff which could delay the delivery of necessary medical procedures to veterans.
4. Description of market research conducted and results or statement why it was not conducted:
There is an active GSA contract with the manufacturer (36F79721D0175) with the manufactuer Covidien Sales LLC however through Market Research it was discovered that they have atleast two SDVOSB Authorized Distributers that have provided these items in FY23.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
