About this file
This document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) related to a federal contract opportunity.
The Asheville VA Medical Center is implementing a Motorola radio communications system and requires an APX 4500 Enhanced console for the emergency department to communicate with incoming ambulances. The console is needed to integrate with the statewide VIPER radio system that all ambulances and ER departments in North Carolina are required to use. The justification cites the unique technical requirements of the console that limit availability to only the Motorola APX 4500 model, which can seamlessly integrate with the new Motorola system being implemented. The estimated amount for the console is $11,661.26. The related contract opportunity is Solicitation Number 36C24624Q0682 for the "APX 4500 MOTOROLA CONSOLE".

Acquisition Plan Action ID:_36C246-24-AP-2906
1. Contracting Activity:
Department of Veterans Affairs, VISN 06, Asheville VA Medical Center 1100 Tunnel Road Asheville,NC 28805
PR: 637-24-2-996-0082
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Asheville VA Medical Center is in the process of implementing a facility wide Motorola radio communications system that will be operational 3rd quarter FY24. The APX 4500 Enhanced console is for use in the emergency department for communications with incoming ambulances. North Carolina Emergency Services has a statewide radio system called VIPER which is a requirement that all ambulances and ER departments in the state have to be able to communicate on that platform and the current console has reached end of life status and needs to be replaced with the APX 4500 which meets those requirements.
Estimated Amount: $11,661.26
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This device is a dispatch console that allows for 2 way communications over an extended mile range via text messaging and voice calls and is able to operate with or without wifi access. To ensure compatibility there is no other console other than the APX 4500 console that will integrate seamlessly into the Motorola communications system that is being implemented.
4. Description of market research conducted and results or statement why it was not conducted:
As stated above, this radio needs to be compatible with the new Motorola System that is being installed in the facility as well as the statewide VIPER Emergency Services radio system. This console is replacing the current one that is at the end of life status and is also not compatible with the system that is currently being implemented.
