Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 06, located at the Hampton VA Medical Center at 100 Emancipation Drive Hampton, VA 23667, in support of Salem VA Medical Center at 1970 Roanoke BLVD Salem, VA 24153

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This request is to replace End of Life endoscopes. The estimated value of the proposed action is $192,688.92.
To procure five Olympus Colonoscopes model CF-HQ190L and three Olympus Esophagogastrodoudenal scopes (EGD) model GIF-HQ190. These flexible endoscopes are used to visualize the inside of the GI tract to diagnosis and treat conditions such as cancer, diverticulosis, GI bleeding, and foreign bodies, etc. These scopes are used with video towers component systems and are disinfected in endoscope reprocessor machines.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
These endoscopes are the same models that are currently in use at the facility both in the operating room and in the GI outpatient procedure rooms. These scopes are necessary to ensure compatibility with the eight Olympus 190 video tower systems that were replaced in FY22 and FY23 that are on site at the Salem VAMC. These scopes are used daily by many physicians (6 general surgeons and 3 GI physicians). To ensure compatibility of the scopes no other manufacturers endoscopes will work they must be able to hook up to the Olympus video systems. These scopes are standardized throughout the facility among the departments to meet the patient procedural demand.
If these scopes are changed to a different manufacturer it would be costly to the VA.

4. Description of market research conducted and results or statement why it was not conducted:
There is an active GSA contract (36F79721D0618) with the manufacturer Olympus America INC (Large Business) however through Market Research it was discovered that they have an SDVOSB Authorized Distributer (Alliant Enterprises LLC). The manufacturer did confirm that Alliant Enterprises LLC is their sole SDVOSB authorized distributer of their products on an open market basis.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
