Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C247-22-AP-1368

1. Contracting Activity: Department of Veterans Affairs, VISN 07, 544 William Jennings Bryan Dorn VA

Medical Center-Columbia VAMC

The funding 2237 for this requirement is 544-22-2-5126-0031.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Columbia VA Medical Center requires 6 new Polaris EL XD Global Electric MotorCars (GEMS).

Three of the GEMS vehicles are being requested for the maintenance department and 3 are being requested for the electronics and IT department.

The total estimated value for this procurement is $168,519.18.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Currently, the Columbia VA Medical Center already has multiple Polaris EL XD GEMs vehicles in use around the facility. They have a collection of spare parts to ensure continuous operation and these new units would be compatible with these spare parts and saving the facility from having to order additional spare parts only compatible with a different model. This would eliminate any potential for duplication of costs.

The station mechanics are already knowledgeable and trained on how to work on these vehicles and how to properly repair and maintain them. If the station were to introduce a different model these mechanics would have to be trained on the proper maintenance and repairs with them at a great expense to the government.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted through a VIP query using NAICS 336112 and keyword “utility vehicle”. The query returned 9 results. A GSA E-Library search returned 3 SDVOSB vendors. All were emailed to determine their ability to provide the brand name required items for this procurement.

There have been two or more or positive responses from these SDVOSB’s.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
