About this file
This document is a Brand Name Justification for a single source procurement under the Simplified Acquisition Procedures for the purchase of five Champion Ascent Power Recliner/Transport chairs for the Department of Veterans Affairs (VA) Medical Center in Philadelphia, PA.
The justification explains that the dialysis unit currently uses an older, outdated model of the Ascent recliner and the nursing staff prefers the features of the new model such as heat, massage, Trendelenburg positioning, and easy patient transport. Procuring a new brand would require extensive retraining of staff, resulting in potential delays in patient care and additional costs. The estimated amount of the procurement is $25,984.05. The justification cites the unique features and characteristics of the Champion brand recliner that make it the only acceptable option.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a brand name only requirement. The dialysis unit currently utilizes an older and outdated model of the Ascent Power Recliner. The nursing staff who oversee the scheduling and hemodialysis infusions of kidney failure patients understand the need for a comfortable experience. The Ascent recliners offers features such as heat, massage, and push handles for easy transport. The Trendelenburg mechanism allows for easy patient access during emergencies. Placing patients in the Trendelenburg position has shown improvement in swelling, blood pressure and low cardiac output. There has been extreme satisfaction on the patients’ part as well as the nursing staff with comfortability and ease of access in and out of the Ascent recliner. Procuring a new product will result in hours of retraining and familiarizing the physicians, nurses, technician, and biomed staff members resulting in potential delays in patient care and additional cost.
4. Description of market research conducted and results or statement why it was not conducted:
This is a brand name only requirement. Market Research was performed and there are vendors who can provide a similar brand product. The “Trendelenburg” type recliners that are on the market are around the same $3,000-$3,500 price point. The Champion model recliners being requested have add on features that are specific to the Champion brand that
