Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
BRAND NAME JUSTIFICATION
Acquisition Plan Action ID: 36C262-24-AP-2943
1. Contracting Activity: Department of Veterans Affairs, VISN 22, VA Phoenix Healthcare System under purchase request# 644-24-2-1425-0014.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This acquisition is to set up a firm fixed-price contract to procure the brand name Steris sterilizer named AMSCO 400 for VA Phoenix Healthcare System Sterile Processing Service (SPS). The one in use in the Operating Room (OR) is beyond repair; currently out of service. The sterilizer is to disinfect Reusable Medical Devices (RMDs) in the OR to deliver reliable cleaning needed to prevent cross-contamination to keep patients safe. VA Phoenix Healthcare System is also requesting service on deinstallation/disposal of old sterilizer, and installation of new sterilizer. The estimated cost of this action is $ .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VA Phoenix SPS currently utilizes multiple types of Steris sterilizers including Steris AMSCO sterilizers, Steris Reliance Vision single chamber washer/disinfectors, and Steris steam sterilizers throughout the facility. Procuring the same brand of sterilizer will aid in standardization, training initiative, and eliminate the burden and cost of having different vendors on site for repairs and preventive maintenance service. The program office currently has supplies and inventory on hand such as sterilizing solutions in use for Steris sterilizers. Moreover, VA Phoenix SPS has already implemented Standard Operating Procedure (SOP) and competency in use for Steris sterilizers. VA Phoenix SPS requires a new sterilizer to be a plug-in play system that fits into an existing custom cut within the OR. To accommodate other brand name’s sterilizer, a whole construction project would be required to re-route all electrical, plumbing, and HVAC connections, which will ultimately cost more money and time consuming to the Government. Any delays caused by the new construction will ultimately disturb and affect direct patient care. Steris AMSCO will fit into the same footprint, and only require pull and plug-in play installation; utilizing the same utility and hookup lines.
4. Description of market research conducted and results or statement why it was not conducted:
Small Business Administration’s VetCert returned 912 potential SD/VOSBs under NAICS code 339113
– Surgical Appliances and Manufacturing; however, this finding could not determine if identified SD/VOSBs are capable of providing Steris sterilizers. SAM.gov and FPDS were utilized to study the past similar procurements and its procurement method. A sources sought was posted on SAM.gov and GSA eBuy to survey potential vendors to make an appropriate set aside decision.
