Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

BRAND NAME JUSTIFICATION

Acquisition Plan Action ID: 36C262-24-AP-3004

1. Contracting Activity: Department of Veterans Affairs, VISN 22, VA San Diego Healthcare System under Purchase Request# 664-24-2-072-0060.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Department of Veterans Affairs San Diego Healthcare System Supply Chain Management is looking to procure the brand name Eyecon Pill Counter on behalf of Pharmacy Service. Eyecon uses a visual counting system to count filled prescriptions, verify prescription double counts and stock bottle back counts, and facilitate physical inventory counts. Eyecon 9430’s state-of-the-art imaging technology increases safety and efficiently of the pharmacy operation by providing annotated black and white tray images, color drug count images, and color vial images. VA San Diego is also requesting installation of Eyecon Pill Counter along with support service subscription for 12-months. The estimated cost of this contract is $ .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

VA San Diego Pharmacy Service has already implemented and is using the ScriptPro Central Pharmacy Management System. ScriptPro Central Pharmacy Management System is a comprehensive software solution designed to streamline and optimize various aspects of pharmacy operations. It serves as a centralized platform for managing prescription processing, inventory control, patient information, and workflow efficiency. It is fully integrated with components compromising the entire VA San Diego Pharmacy operation system to reduce errors and to improve medication management in order to enhance overall patient care. This system interface with the requesting equipment, Eyecon 9430 manufactured by ScriptPro USA, Inc., to integrate the counting accuracy of the Eyecon with the efficient workflow inherent to ScriptPro systems by simply scanning the ScriptPro label barcode on Eyecon 9430 to initiate the count. All required information to complete a manual count gets sent to the device when the ScriptPro label gets generated. When the prescription count is completed on Eyecon 9430, the count verification data is to be transmitted to the ScriptPro software where it gets viewable at the script level. Eyecon 9430 is the only product that interfaces to the current ScriptPro Pharmacy Management System that is being used at VA San Diego Pharmacy Service. Therefore, Eyecon is the only capable equipment to provide the compatible pill counter without the Veteran’s Healthcare Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements.

4. Description of market research conducted and results or statement why it was not conducted:

Small Business Administration’s VetCert returned 661 potential SD/VOSBs that could compete for this requirement under NAICS code 339112; however, this finding could not determine if identified

SD/VOSBs are authorized distributors or capable of providing the requested Eyecon 9430. SAM.gov and FPDS reports support Eyecon 9430 is available through a manufacturer with FSS contract or authorized SB and SDVOSB distributors. A sources sought was posted on SAM.gov, and Eyecon 9430 appears to be available from following SDVOSBs who are not the manufacturer in the open market:
