Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C262-24-AP-0191

1. Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO22) in Loma Linda, CA seeks to procure supplies/services listed in purchase request # 605-24-3- 6076-0027 for VA Loma Linda Healthcare System.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

VA Loma Linda Healthcare System Facilities Management System (FMS) needs Armstrong Steam Trap Testers. Steam Trap Testers are used to inspect steam traps in order to determine quality of steam and performance. Currently FMS has no way to test their Armstrong steam traps that have been installed for over 4 years. The training for shop employees on how to use this equipement is also requested. 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

VA Loma Linda currently has Armstong brand steam traps installed; these steam traps are custom-engineered and have been installed for approximately 4 years. VA Loma Linda FMS is in need of Armstrong steam trap testers in order to test and conduct maintenances on these steam traps.

Steam trap testers are used to prevent issues including but not limited to: water hammer, unscheduled downtime and production stoppages, frozen lines, increased energy waste and fuel consumption, as well as increased equipment maintenance. By using Armstrong steam trap testers, employees will be able to conduct the most accurate readings, to be able to test the quality of the same brand steam traps. Being that, the current installed steam trap testers are custom, the use of an off brand steam trap tester could result in faulty readings and may not be able to distinguish certain valve temperatures. Having the most accurate readings is essential in order to address any necessary repairs. Hence, it is in the Governement’s best interest to procure the brand name Armstrong.

4. Description of market research conducted and results or statement why it was not conducted:

A sources sought notice was posted on SAM.gov in order to survey any other brand’s equivalent to Armstrong; however there were no responses received. FPDS was also utilized, though only one result was shown for an emergency contract for Salem VHMC and was awarded to Calotek, Inc., a large business. GSA Advantage was also used to research if Armstrong steam trap testers were under a Federal Supply Schedule, but none were identified. After conducting the market research, it is recommended to compete this acquisition as unrestricted in the full and open market in accordance with FAR Part 6 and FAR 13.104.
