Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 22, Networking Contracting Office 22
(NCO22) in San Diego, CA seeks to procure supplies/items listed in purchase request # 664-24-3-072- 0143 for VA San Diego Healthcare System.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VA San Diego Healthcare System has a requirement to purchase the brand name Helmer Scientific, pharmacy refrigerator and laboratory freezer. Pharmacy refrigerators/freezers will be used to safely store vaccines, pharmaceuticals, chemotherapy and other products requiring safe cold storage. The estimated value of the proposed action is
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
VA San Diego Healthcare System (VASDHS) is currently utilizing Helmer brand pharmacy grade refrigerators and laboratory freezers for the storage of critical care medications. Helmer is a standardized brand throughout the medical center. VASDHS Engineering department has been trained and experienced to conduct regular and emergency maintenance and repair this brand therefore reducing impact on patient care. VA San Diego has utilized this brand for over 5 years and using personnel are familiar with the standardization of these appliances. Any equipment different from what is currently being used would require additional costs and standardization. It is necessary that the station receives this brand of refrigeration equipment in order to prevent any delays, keep continued standardization and maintain patient safety, while meeting regulations and guidelines from the CDC.
4. Description of market research conducted and results or statement why it was not conducted:
A sources sought notice was posted on SAM.gov in order to survey interested vendors and a total of 2 vendors responded, both of which are SDVOSB’s. GSA Advantage was also used to research if Helmer brand pharmacy refrigerators and laboratory freezers were available and under a Federal Supply Schedule however, only two vendors were identified. In order to verify this search a sources sought was also posted; one response from a small business was received from this posting. FPDS was also utilized, a previous contract procured by NCO22 also for VA San Diego Healthcare System was found and was awarded to R & M Government Services, Inc a SDVOSB, for the amount of for a period ofperformance of 07/25/2022-09/09/2022. After conducting the market research, it is recommended to compete this acquisition as a service-disabled veteran-owned small business set-aside in the open market in accordance with FAR 13.104 and FAR 19.1405.
