SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL

ITEMS IN ACCORDANCE WITH FAR 13.5

Acquisition Plan Action ID: 36C244-23-AP-1217

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Pittsburgh VA Medical Center, University Drive C, Pittsburgh, PA 15240. PR# 646-23-1-233-0127

2. Nature and/or Description of the Action Being Processed:

The Pittsburgh VA Medical Center is requesting RFID Cabinetry to store, supply, and outfit the Angio and Operating Room Surgical Suites. Currently, equipment of this nature and technology does not exist within this unit. The facility wants to convert from a manual inventory control process to an automatic one, this will generate cost savings through RFID technology on high-value items used in the operating room., reducing labor expenses. Recalled and expired products will also generate cost savings. Software utilized with the RFID technology is called Trackcore, a tissue tracking software currently utilized within the facility.

3. Description of Supplies/Services :

The Pittsburgh VA Medical Center is requesting new RFID Cabinetry to convert from a manual inventory control process to automatic, this will generate cost savings through RFID technology on high-value items used in the operating room., reducing labor expenses. Recalled and expired products will also generate cost savings. The software utilized with the RFID technology is called Trackcore, a tissue tracking software currently used within the facility.

4. Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

The Pittsburgh VA Medical Center is requesting RFID Cabinetry to store, supply, and outfit the Angio and Operating Room Surgical Suites. The current TrackCore software is utilized at the facility and is only compatible with the TrackCore cabinets. Purchasing another system will result in different software being purchased. This would have a significant impact on the surgical departments and impact the quality of patient care.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

The manufacturer was contacted and confirmed that LPIT Solutions (manufacturer) and Four Points Technology are the only authorized dealers of this equipment. A current Blanket Purchase Agreement is available for this equipment, 36C24121A0054 and can be used for this procurement.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

The anticipated cost is considered fair and reasonable based on the current BPA contract 36C24121A0054 pricing and market research. The anticipated cost for these items is

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted:

Market research was conducted to determine available resources for these products. The manufacturer was able to confirm that LPIT Solutions and Four Points Technology were the only authorized dealers of this equipment. The manufacturer LPIT Solutions is the manufacturer of Trackcore products. A VIP search was conducted using NAICS code 339113 and the keyword the keyword alers for TrackCore cabinets.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
