Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 6 on behalf of Durham VA Medical Center; 2237 # 558-22-3-122-0504
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The procurement of a 3D printer, upgraded warranty, consumables, and on-site installation. The 3D printer will be used to produce custom orthotics and prosthetics, surgical planning anatomic models based on patient imaging, and to print biologically compatible structure that can support cellular ingrowth and neovascularization to regenerate tissue void and dysfunction. The estimated dollar amount is .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Stratasys printer will utilize the currently installed 3D printing software and already purchased post processing equipment at the Durham VAMC. Stratasys is the owner of and holds global patents on the inkjet based PolyJet technology that the Durham VA requires for the 3D Printing Lab. The PolyJet Technology provides to-scale models and high resolution and multi-material printing. The Stratasys system also has the smallest physical footprint, is the lightest in weight, has a similar build volume to other competitively priced models currently on the market, which is important to the facility as there is very limited space at the Durham VA. Moreover, with space concerns, the Stratasys system has attached venting that does not require any additional external venting and can be used in an office environment.
4. Description of market research conducted and results or statement why it was not conducted:
This requirement cannot be procured through VA inventories, excess from other agencies, federal prison industries, Ability One, or wholesale supply sources. VA’s VIP data was searched utilizing NAICS code 333249 and keyword search 3D printer. The populated business that resulted from this search were not contacted, as they are not authorized resellers of Stratasys. Stratasys company website was searched using their reseller search function. A total of 2 businesses populated for the east coast.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
