About this file

This document is a justification for a sole source award to upgrade fire alarm control panels and voice evacuation messaging systems at the Buffalo VA Medical Center. The Department of Veterans Affairs Network Contracting Office 2 seeks to award a contract valued at $495,000 to Johnson Controls, Inc. to upgrade fire alarm panels and voice evacuation systems in Buildings 1 and 6 to the Johnson Controls 4100ES system. The upgrade is required to replace aging systems and ensure compatibility with existing Johnson Controls components. Market research found no other vendors that could meet the requirements, as only Johnson Controls makes compatible components for its proprietary 4100ES system and has the expertise to properly install upgrades. The justification was approved by officials at the Buffalo VA Medical Center, Network Contracting Office 2, and the VHA Regional Procurement Office Head of Contracting Activity.
