PURCHASE DESCRIPTION

1. SCOPE. This purchase description defines the government’s minimum requirements for the purchase, delivery, installation, training and acceptance testing of commercially available reagent water system that will produce reagent water to meet ASTM D1193 Type IV. The system will be located in Building 137 at Fleet Readiness Center East (FRCE), Marine Corps Air Station Cherry Point, NC. A single contractor having experience in the design and manufacture of this type of equipment shall supply and integrate the requirements as specified herein.

1. APPLICABLE DOCUMENTS.

2.1 General. The documents, specifications, standards, handbooks, etc. listed in this section are cited in Sections 3 and 4 of this purchase description. The most recent edition of all standards shall be used unless otherwise specified.

2.4 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulation unless a specific exemption has been obtained.

3.0 Requirements. The contractor shall provide all labor, parts and materials necessary to accomplish all requirements in Section 3. All work shall be performed at the contractor’s facility, except for any assembly required upon delivery.

3.1 Equipment. The Contractor shall provide a new reagent water system. The new reagent water system shall meet all requirements of ASTM D1193 Type IV. The system shall be comprised of parts meeting or exceeding the requirements listed herein. All parts subject to wear, breakage or distortion shall be accessible for adjustment, replacement, and repair.

3.1.1 Measuring and Indicating Device Graduations. All measuring and indicating devices on the machine shall be graduated in the inch/pound.

3.1.2 Controls. All electrical, mechanical, hydraulic, and pneumatic operating controls shall be located convenient to the operator's work station(s).

3.1.3 Safety and Health Requirements. All equipment parts, components, mechanisms, and assemblies furnished on the machine, whether or not specifically required herein, shall comply with all of the requirements of OSHA 29 CFR 1910 and OPNAVINST 5100.23G. All hazardous points shall be marked with safety signs and labels in accordance with NEMA Z535.4. The equipment shall be ergonomically designed in accordance to ISO 6385, as to reduce/eliminate injury to the operator while operating the equipment. All points of operation shall be easily accessible to the operator with minimal motion and there shall be no overextending conditions. The equipment shall be designed and manufactured to minimize the possibility of human error or injury and to ensure human/machine compatibility.

3.1.4 Safety Guarding. Covers, guards, or other safety devices shall be provided for all components of the equipment that present potential safety hazards. The safety devices shall not interfere with the operation of the machine. The safety devices shall prevent unintentional contact with the guarded part, and shall be easily removed to facilitate inspection, maintenance, and repair of the parts.

3.1.5 Audible Noise Level. Audible noise emitted by the equipment shall not exceed 85 decibels (dB), measured on the “A” weighted scale of a standard Type II sound level meter, at the operator's work position or any point at a distance of three (3) feet from the equipment. Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 85 dB requirements.

3.1.6 Mercury Restriction. The machine shall not contain mercury or mercury compounds nor be exposed to free mercury during manufacture with the exception of fluorescent lighting where required.

3.1.7 Asbestos Restriction. Asbestos and materials containing asbestos shall not be used on or in the machine.

3.1.8 Lead. Lead and materials containing lead shall not be used on or in the machine with the exception to radiation cladding and lead solder in circuits.

3.1.9 Use of Polychlorinated Biphenyl (PCB). The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited. The machine shall be considered PCB free providing certification to be verified containing less than 5 parts per million (<5ppm) in accordance with 40 CFR part 761.

3.1.10 Environmental Protection. Under the operating, service, transportation, and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prohibited by Federal, state, or local statutes in effect at the point of installation.

3.1.11 Replacement Parts. All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts, feed screws, drive belts, pumps, and seals. Electrical replacement parts shall include but not be limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts.

3.1.12 Equipment Fabrication. The equipment shall be fabricated of parts that are new, without defects, and free of repairs. The structure shall withstand all forces encountered during operation of the machine to its maximum rating and capacity without distortion. All surfaces shall be clean and free of harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function. The condition and finish of all surfaces shall be in accordance with the manufacturer's commercial practice.

3.1.13 The system shall be housed to prevent damage from the surrounding environment such as water or chemical damage to onboard electronics.

3.1.14 The system shall include any required pre or post filtration required to meet the water quality requirements of ASTM D1193 Type IV. Minimum characteristics for the water produced are:

3.1.15 The system shall be manufactured of materials that are compatible with reagent water.

3.1.16 The system shall be capable of servicing a Hydrostatic Test Stand with an 85-gallon dip tank. The water is changed when it no longer meets ASTM D1193, Type IV. Max fill time 30 minutes.

3.1.17 The system shall be capable of 24/7 operation as required.

3.1.18 The contractor shall install the equipment in the location shown on drawing XN89166. The system shall be oriented to allow easy access for regular maintenance. The contractor shall provide all necessary connections and piping to connect to the government provided connection.

3.1.19 All standard tooling and equipment required for proper operation of the machine (such as special tools needed for maintenance) shall be furnished. In addition, the contractor shall supply one (1) year supply of OEM recommended spare parts.

3.1.20 Electrical System. The machine shall conform to NFPA 79. The existing source power available at the facility is 120 volt, 1-phase, 60 Hertz (Hz). The machine’s electrical system shall be tolerant of fluctuation of ± 10 percent.

3.1.21 Electrical Enclosures. Vendor will provide and install electrical enclosures that shall conform to NEMA ICS 6 standards. Connection boxes, outlet boxes, junction boxes, similar devices, and fixtures exposed to the weather, condensation, or excessive dampness shall comply with NEMA ICS-6. Enclosures in interior locations exposed to water spray, mist or splashing water must meet NEMA 250 Type 4X as a minimum. Watertight distribution panel cabinets should be cast or welded construction with external mounting lugs and externally operable switches. Any penetration into an enclosure shall not affect the degree of protection of the enclosure. The machine shall be provided with interlocks on its electronic cabinet that shall instantly remove power from the equipment when the door is opened in accordance with NFPA 79.

3.2 Marking on Instruments, Control Panels, and Plates. All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

3.2.1 Lubrication Plate. A lubrication plate shall be permanently and securely attached to each machine. The plate shall contain the following information Points of Lubricant Application Servicing Interval Type of Lubricant Viscosity Military or Federal Specification for Each Lubricant (If available) Size and Type of Each Lubricant Filter

3.2.2 Nameplate. A nameplate shall be permanently and securely attached to each machine. The nameplate shall contain the information listed below. If the machine is a special model, the model designation shall include the model number of the basic standard machine and a suffix identified in the manufacturer's permanent records.

3.3 Technical Data. One (1) hard copy and two (2) electronic copy(s) of technical data shall be provided with the machine. Technical data shall contain technical information, specifications, instructions for the operation, maintenance of the machine and recommended spare parts list. All copies of technical data shall be legible and written in the English language.

3.3.1 Operation and Maintenance Manuals. The Operation, Software, and Maintenance manuals shall be provided with delivery of the equipment. Documentation shall include at a minimum, operations, installation, maintenance, routine service schedule, calibration, preventive maintenance, lockout/tagout procedures, illustrated parts break down, recommended spare parts list including part numbers, vendor’s literature, mechanical design drawings, pneumatic schematics, and electrical/electronic schematics. All original software manuals and registration keys/codes shall be provided, along with original software installation disks. The maintenance procedures section of the technical manuals shall address procedures required for the corrections of faults occurring with each piece of equipment. The manuals shall contain diagnostic procedures for isolating faults, correcting the faults, and replacing parts. The technical manuals shall provide an engineering approach to the determination of preventive maintenance tasks. Preventive maintenance tasks shall be clearly outlined, with specified periods/cycles for performance of tasks. Technical data packages shall be provided for all special fixtures, tooling, gauges, and master setting equipment. All technical data, drawings, and prints furnished shall be written in the English language. Review by the Government of all technical data and manuals furnished will be accomplished during the preliminary acceptance testing at the contractor's facility. Final manuals are due at completion of installation of the equipment.

3.3. Installation Plan. The contractor shall provide a clear and concise installation plan. The plan shall include a detailed description of all installation work, a, general equipment specifications (i.e. size, weight, etc.), , utility requirements and location, pertinent electrical details, and any other details required for layout. As part of the installation plan the contractor shall include facilities preparation instructions, including detailed information concerning any equipment that applies a load to a facility structure, wall, or roof. The contractor shall have ten days to officially respond in writing to the comments. All Government comments shall be reviewed and answered by the contractor in an acceptable manner before any work begins.

3.3.3 Plan of Action and Milestones (POA&M). The contractor shall provide a POA&M to identify contractor performance dates of all major events from contract award to completion of all contract requirements. The initial POA&M shall be delivered thirty (30) calendar days After Contract Award (ACA). The Government and the contractor shall review the report on a monthly basis. The contractor shall notify the Government prior to making any changes to the POA&M. All changes to the POA&M shall be approved in advance by the Government. The POA&M shall detail such items as, procurement of major hardware, assembly, operational debug, factory acceptance, shipment, installation, training, and final acceptance test. The most current project Schedule/POA&M is a required read-ahead for all Progress Meetings ()3.8.2.

3.3.4 Control of Hazardous Energy (Lock-out/Tag-out). A written procedure for locking out all energy sources shall be provided by the contractor in accordance with 29 CFR 1910.147. The contractor shall submit draft copies to the Government in accordance with the contractor submitted and Government approved POA&M (Section 3.4.3) and final copies are due at start of equipment installation. The contractor shall provide an electronic copy of the procedure in Microsoft Word to the Government as well as include the procedure in the technical manuals.

3.3.5Acceptance Test Plan. The contractor shall prepare an acceptance test plan. The plan shall be a step-by-step written instruction on how to verify that the equipment is in accordance with this specification. An acceptance test plan shall be developed for both preliminary testing at origin as well as final acceptance after installation. The contractor shall submit draft copies to the Government in accordance with the contractor submitted and Government approved POA&M (Section)3.3.3 and final copies are due 30 days prior to final acceptance testing.

3.4 Installation. The contractor shall be responsible for the complete installation of the equipment including connection to all required utilities. The contractor shall be responsible for all equipment (forklifts, man lifts, etc.), materials for installation: anchors, bolts, leveling pads, wiring, piping, electrical components, temporary bracing, hoses, touch-up paint, etc., and qualified personnel required for unloading, rigging, installation, anchoring, connecting machine to utilities, and accurately leveling the machine in place. The contractor shall provide an operational system(s) capable of meeting the inspection and test requirements of Section 4. The contractor shall instruct the carrier that the machine shall be off-loaded only under the supervision of a representative of the contractor. Installation shall comply with EM 385-1-1 and UFC 1-200-01. All pipes shall be labeled per ASME A13.1. The contractor shall include the contents and pressure in labeling. The labels shall be Dura Last Premium Vinyl Tape and shall be applied to clean dry surfaces.

3.4.1 Mechanical Installation. The equipment shall be connected to the inlet and outlet piping identified by the Government.

3.4.2 Electrical Installation. The reagent water system manufacture shall furnish and install all electrical equipment on the reagent water system conforming to NFPA 70 and in strict compliance with the requirements set forth in the CFR 1910.331-335 OSHA “Safety Related Work Practices”. All switches, receptacles, and other wiring devices shall be commercial grade or better.

3.4.3 OSHA Compliance. The contractor shall comply with all safety and occupational code requirements including, ANSI A10.32 Personal fall protection. EM 385-1-1 Safety and Health requirements, NAVFAC P-307 Management of Weight Handling Equipment, 29 CFR 1910 Occupational Safety and Health Standards, 29 CFR 1926 Safety and Health Regulations for Construction, 29 CFR 1926.500 Fall Protection, NFPA 70 National Electrical Code, and NFPA 70E Standards for electrical safety requirements for employee workplaces.

3.4.4 Hazardous Materials. Contractors shall comply with FRCEASTINST 5090.1 Chapter 31, before introducing to, or removing any hazardous materials from the FRC East. The contractor shall submit all SDS sheets to the FRC East project manager prior to bringing any hazardous materials on site at the FRC East. All hazardous material shall be stored in containers that shall assure the proper control and accounting of the material and provide for the safe transportation and storage. All containers shall be labeled with information revealing the exact contents, hazards, and manufacture name and phone number. All unused hazardous material shall be removed from the site at the end of the contract.

3.4.5 Hot Work. The contractor shall obtain a “hot” permit for all burning/welding/soldering/grinding work operations from the Cherry Point Station Fire Department. The Contractor will need to be prepared to provide the person's name who will be performing the work, company name and have a contact number for the Contractor performing the work. The contractor shall request the fire department phone number from the contracting officer.

3.4.6 Work Near Weight Handling Equipment. If work performed concerns installation of pipe, conduit, cables, or any wiring on or in the vicinity of any shop cranes, inside or around the building of FRC East, prior approval must be granted by either the Weight Handling Certifying Official or Chief Crane Engineer.

3.4.7 Size Restrictions. The equipment shall be designed to require the minimum amount of floor space possible. The equipment shall be designed and positioned allowing access to all serviceable components. The equipment shall not exceed the available space as detailed in XN89166. The contractor shall provide with their proposal a dimensioned equipment footprint and all ancillary equipment for Government review to ensure equipment will fit in the allotted space. The contractor shall describe in detail and provide adequate technical drawings of their proposed solution. The contractor shall specifically illustrate how the proposed equipment layout solution fits into the provided horizontal and vertical space constraints.

3.4.8Installation Work Schedule. All installation work shall occur during the Government’s normal daily work hours. Hours are between 6:30 am and 3:00 pm Monday through Friday, except Federal holidays. If the contractor desires to perform work outside of these hours, the installation work schedule shall be approved in advance by the Government. The contractor shall coordinate the work to minimize impact on facilities production operations. The contractor shall complete all installation and service work within 30 days after delivery of all components to the government site.

3.5 Training. After satisfactory completion of installation and acceptance testing of the system, the services of a qualified representative(s), , shall be provided for specialized training to familiarize Government personnel with the equipment and to help ensure reliable performance and maximum service life, during normal usage.

3.5.1 Operator Training. Operator training shall familiarize Government personnel with the equipment and its operation. The training shall be for four (4) operators. Training shall be performed at the Government facility and shall not be less than one (1) eight (8) hour workday, between 6:30 am and 3:00 pm excluding weekends and federal holidays. The course shall utilize manuals provided under this contract, and shall include both classroom and hands on portions. All printed training aids shall be supplied for the course, be in the English language, and become the property of the Government.

3.5.2 Maintenance Training. Maintenance training shall familiarize Government personnel with the equipment to a manufacturer authorized technician level and to help ensure reliable performance and maximum service life, during normal usage. The training shall enable maintenance artisans to safely diagnose and correctly repair all parts and subsystems of the equipment. The training shall be for (4) maintenance artisans, (2) mechanical and (2) electronic/controls. Training shall be performed at the Government facility and shall not be less than one (1) eight (8) hour workday, between 6:30 am and 3:00 pm excluding weekends and federal holidays. The course shall utilize as-built drawings and manuals provided under this contract, and shall include both classroom and hands on. This training shall cover both mechanical and electronic/controls. All printed training aids shall be supplied for the course, be in the English language, and become the property of the Government.

3.6 Delivery. The equipment shall be delivered directly to Building 137, Marine Corps Air Station Cherry Point, NC NLT 1 March, 2023.

3.7 Warranty. The contractor shall provide a warranty of at least 12 months’ duration from date of acceptance by the Government, and coincide with contractor’s current standard warranty coverage.

3.8 Reviews and Meetings.

3.8.1 Post Award Conference. The Post Award Conference (PAC) shall be held at the Government’s facility no later than 30 calendar days after contract award. The Contractor is responsible for initiating the PAC. The contractor shall send company representatives to the PAC who are familiar with the equipment to be furnished, the requirements of the specifications and scope of work, and the Contractor’s Project Management Plan. Ten (10) business days prior to the PAC, the contractor shall provide a copy of the Contractor Project Management Plan to the Government for review. The Contractor’s Project Management Plan shall include a written, job & site-specific plan to accomplish all the work described in the purchase description within the time duration and price specified in the contract.

3.8.2 Joint Requirements Review. The purpose of the Joint Requirements Review shall be to review and comment on the contractors proposed solutions. Reviews are not approvals and are no way binding to the Government. However, it is in the best interest of the Government and the contractor to review the work periodically. There will be no set dates for the subject review but they will be held when deemed necessary by either the Government or the contractor. This is intended to help eliminate potential problems before they have a chance to arise, or before much time, effort and cost is accrued. They are performed as a courtesy at various levels of depth. Acceptance of the equipment shall only be obtained through meeting the requirements of Section 4.0 of this specification.

3.9 Contractor Performance Requirements. The contractor shall perform all on site work In Accordance With (IAW) FRC East Instruction 5000.1B. All personnel who enter or work in assigned spaces of this facility are required to comply with all federal, state, local, and site specific safety, environmental, quality and security requirements. FRC East has adopted and implemented additional safety programs to improve safety, quality, environmental, and security measures. Any individual found to not comply with this effort will be asked to immediately halt work. Supervisors, managers, and employees are to report issues of non-conformance through the proper chain of command. Any individual or entity not willing to comply will state such and shall not be authorized to enter the facility. FRC East may take actions that result in removal of individuals or entities from this facility due to issues of non-compliance with stated instructions.

1. QUALITY ASSURANCE.

4.1 Responsibility for Inspection. The contractor shall perform of all inspection requirements specified herein. The Government reserves the right to witness any inspections set forth in the purchase description where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. Unless otherwise specified all programs, instruments, materials, and tools required to perform and evaluate all tests shall be furnished by the contractor and shall be calibrated as appropriate.

4.2 Responsibility for Compliance. All items must meet all requirements of Sections 3 and 4.

4.3 Contract Quality Assurance Inspection (Origin). Contract quality assurance inspection shall be performed at the contractor’s facility in accordance with the contractor submitted and Government approved Acceptance Test Plan (Paragraph 3.4.5) prior to being provided for acceptance under the contract. The machine and all peripheral equipment added to the machine shall be fully assembled and perform all functions IAW this specification. Quality conformance inspection shall consist of the Examination in 4.5, Tests in 4.6 and the Government approved Acceptance Test Plan. The Government reserves the right to attend the subject testing and shall be notified a minimum of 30 days prior to this testing in order to make appropriate travel arrangements. The equipment shall pass the examination, all tests, and the contract quality assurance inspection to be acceptable for shipment. The contractor shall provide documentation of all test results to the Government upon completion of subject testing.

4.4 Final Inspection/Acceptance Test (Destination). Final inspection and acceptance test shall be performed on the equipment IAW the contractor submitted and Government approved Acceptance Test Plan (Paragraph 3.4.5) to ensure conformance with this purchase description. The acceptance test shall be performed only after the equipment is installed at its final location. The acceptance test shall consist of the examination in 4.6 and all tests in 4.7. The equipment shall pass the examination, all tests, and the final inspection to be accepted.

4.5 Examination. The equipment shall be examined for design, quality, dimensions, construction, materials, components, electrical equipment and workmanship via visual inspection and physical measurement to determine compliance with the requirements of this purchase description. All pieces of equipment shall be of good quality and not physically damaged during or subsequent to their manufacture, assembly, or installation.

4.6 Operational and Performance Test. The machine and its control system shall be operated in accordance with the manufacturer’s standard operating test procedure for warm-up and runoff checks in addition to all testing identified in the approved Acceptance Test Plan (Paragraph3.3.5). During the warm-up period, proper operation of all manual controls, motors, adjustment mechanisms and accessories shall be verified. Full functionality shall be demonstrated. Should a malfunction occur, it shall be corrected and the operation test repeated until it is completed without a failure, at no cost to the government.

4.7 Audible Noise Level Test. The equipment shall be tested for compliance with Paragraph 3.1.5 “Audible Noise Level”.

4.8 Safety Testing. The contractor shall perform tests to ensure that all safety features including fail-safe devices, interlock switches, electrical/electronic shielding and grounding, power loss protection, and other applicable items are installed and are functioning properly. In addition, the contractor shall fully demonstrate all lockout/tagout procedures.

UNAUTHORIZED WORK PERFORMANCE

The Contractor Shall not perform work that deviates from contract requirements and the purchase description. If the Contractor deviates from the contract requirements and purchase description without prior approval of the CONTRACT ADMINISTRATOR/CONTRACING OFFICER, such deviations shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.

2.0 COMMUNICATIONS

a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the contractor’s facilities or in any other manner communicate with contractor personnel during the performance of this contract shall constitute a change under the “Changes” clause of this contract.

b) The contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and is signed by the Contracting Officer or is pursuant to specific authority otherwise included as a part of this contract.

c) A Contracting Officer for the Marine Corps Installations East (MCI East) Contracting Office, is the only person authorized to approve changes in any of the requirements of this contract and, notwithstanding, provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer’s. In the event the contractor effects any changes at the direction of any person other than a designated Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made.

ADDENDUM TO FAR 52.212-4

CONTRACTOR BASE ACCESS

1. Contractor Access to Marine Corps Installation and the Fleet Readiness Center East

1.1 Performance of this requirement requires access to Marine Corp Air Station (MCAS) Cherry Point and the Fleet Readiness Center (FRC) East. Contractor personnel shall follow all procedures for access to the Air Station in accordance with Air Station Order (ASO) 5560.6A, available at: http://www.cherrypoint.marines.mil/Portals/86/Docs/Cherrypointorders/5560.6A.pdf?ver=2016-03-29-110019-410 and FRC East Instruction 5000.1B, Enclosure 1, available at: http://www.navair.navy.mil/frce/sites/g/files/jejdrs421/files/2018-11/5000.1B%20JUNE%202017%20enc1.pdf

Both the ASO and FRC East Instruction can be requested upon award if the vendor has any issues accessing the provided links. Separate access requests are required for Base Access and FRC East access. Please note, due to the Real ID Act, some state driver’s licenses will not be accepted without a second form of identification, like a passport.

1.2 Marine Corps Installations transition to new access control system

Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system will replace RAPIDGate and MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.

Current RAPIDGate or MCESS credentials can easily be switched out for a DBIDS credential and new contractors can apply for a DBIDS credential using the same vetting requirements as previously required. RAPIDGate/MCESS credentials will be honored until December 31, 2018. After this date, all contractors will be required to have a DBIDS credential in order to access MCAS Cherry Point. In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.

Here’s what you need to know:

Current DOD ID Card Holders

. If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

. You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.

Current Contractors

. DBIDS credentials will be issued beginning September 24, 2018

. DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.

. Contractors can exchange their current RAPIDGate/MCESS credential for a DBIDS credential without re-vetting, however they will be required to bring the following items:

- Current RAPIDGate/MCESS credential

- Second form of government-issued identification (driver license, passport, etc.)

- Company Contract/Letter of Authorization

New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.

All contractors (MCAS Cherry Point) will be able to exchange their current RAPIDGate/MCESS credential at the MCAS Cherry Point Contractor Vetting Office, Building 251 (Pass and ID).

Note: Flight line access will still be granted at Physical Security using the procedures already in place.

New Contractors

DBIDS credentials will be issued beginning September 24, 2018

New contractors requiring access for over 60 days will receive a credential valid for up to one year.

New contractors requiring access for less than 60 days will receive a temporary paper pass.

Reminder: Beginning October 1, 2018, all personnel in possession of a RAPIDGate/MCESS credential will also be required to provide a second valid U.S. government form of identification. Beginning September 24, 2018, DBIDS credentials will be issued or exchanged in place of a RAPIDGate/MCESS credential. The last day RAPIDGate/MCESS credentials will be authorized for entry onto the installation is December 31, 2018.

1.5 The MCAS Cherry Point main gate is located off NC State Highway 101, Havelock, NC. Visitors without proper vehicle identification are required to check-in at the visitor’s center adjacent to the main gate.

2.0 Identification of Contractor Personnel

Contractor personnel shall identify themselves as contractor personnel by introducing themselves or when being introduced. Contractor personnel shall display distinguishing badges or other visible identification for meeting with Government personnel. Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

3.0 Work Performed on Marine Corp Installations

3.1 The worked described herein for the A-4M Skyhawk Aircraft shall be performed at 4335 C Street, MCAS Cherry Point, NC. The work shall be performed during the FRC East’s normal working hours, excluding federal holidays, Monday through Friday 7:00 am to 3:30 pm unless otherwise requested by the contractor and approved in advance by the Government.

3.2 During the course of contract performance the contractor, as a resident of the installation and facility, shall adhere to all rules and regulations in effect at Marine Corps Air Station Cherry Point and the FRC East. Contractors are required to comply with all Federal and North Carolina State Environmental, Security, and Safety Compliance requirements along with other command policies as stated in the FRC East Information Brochure. Failure to adhere to these requirements may result in suspension or debarment of the individual employees and/or the contractor.

52.204-24 REPRESENTATION REGARDING CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (NOV 2021)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.

(a) Definitions. As used in this provision-

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system.
