OVERHAUL DESCRIPTION
FOR OFFICIAL USE ONLY

OVERHAUL REQUIREMENTS:
Scope: This description covers the requirements for contractor inspection, estimate, and overhaul of the following cited winch.

1.1 General Description & Operating Parameters:
MAJOR COMPONENTS. The cross deck winch major components consist of a hydraulic motor/brake, gear box, winch drum, warping head, local control station and remote control station.
HYDRAULIC MOTOR. The hydraulic motor is a fixed displacement geroter design,piston motor. The motor displacement is 6.2 in3 and is rated for 3000 psi continuous operating pressure.
HYDRAULIC BRAKE. The failsafe hydraulic discbrake is designed to hold a load of 12,000 lbs on the cross deck winch and will automatically set if there is a hydraulic power loss. A portable hand pump can be used to release the brake in an emergency.
GEARBOX. The gearbox is a triple stage unit. The hydraulic motor/brake is coupled to the parallel gearbox. Torque is transmitted to the parallel output shaft which drives the live shaft. The reduction gearing provides a reduction of 31.4:1.
WINCH DRUM. The winch drum is a machined steel fabrication shall hold 100 feet of 5/8 dia. wire rope. The winch drum has an 11.5 inch diameter barrel,
6.5 inch wide land and 20 inch diameter flanges. The winch drum rides on the live shaft with a bronze bushing. The winch drum has a fixed jaw clutch half on one end flange, that when engaged with the sliding jaw clutch turns the drum with the live shaft. One of the winch flanges has fabricated dog slots for the drum pawl.
WARPING HEAD. The warping head is a machined steel casting designed to withstand the abrasive effects of handling synthetic and wire lines. Its head is 15 inches in diameter and 10.63 inches long. The head is keyed and rotated by the live shaft that is driven by the gearbox hydraulic motor.
TWO-ROLL FAIRLEAD. The fairlead assembly consists of Two hardened steel rollers that rotate on 17-4 PH hardened stainless steel pins. The rollers have lubricated bronze bushings at each end providing smooth rotation. The fairlead assembly is bolted to the winch frame.
1.2 Contractor shall immediately notify the Coast Guard Contracting Officer if the make and/or model delivered for overhaul does not conform to the pump unit cited in Part 1 above.
1.3 The overhaul requirements described herein are considered minimum and are not intended to replace any procedures, controls, examinations, or tests normally employed by the contractor to assure the quality of the product.
Overhaul of the pump is intended to return the pump to its original performance and appearance back to a like new condition.
2.0 Applicable Documents:

2.1 Order of precedence- in the event of a conflict between the text of this statement of work and the references cited herein, this statement of work shall take precedence.
3.0 Requirements: The contractor shall provide all labor and materials to perform overhaul services on the winch drum. Overhaul services shall cover the entire winch drum.
3.1 Winch Drum disassembly and inspections shall be conducted in accordance with reference 2.0a to determine total estimated cost of overhaul. The shipping container shall be inspected for possible re-use and addressed in the inspection report as to its condition or need for replacement. A detailed estimate including material, labor, testing, preservation, packaging and marking costs shall be submitted to the Coast Guard Contracting Officer for review and approval prior to the start of any repair or order of material.
The contractor shall also provide the replacement cost of a new winch drum unit for comparison to the overhaul cost.
3.2 Replacement Parts: All replacement parts used in the overhaul shall be new original equipment manufactured (OEM) parts. Reclaimed, recycled or aftermarket parts are not acceptable and shall not be used. Parts such as seals and ball / roller type bearings, and couplings which are not manufactured by the pump or motor manufacturer shall be identified by their markings or through the use of the technical manual for identification purposes. These parts shall be obtained through their OEM or their distributors. Commercially available items such as hardware, seals, and bearings are generally interchangeable between different manufacturers and may be substituted as long as they are equal in all respect. Only in the case where the part cannot be identified shall it be ordered directly through the pump manufacturer and their part number.
3.2.1 Zirc Fittings: Where installed, all zirc fittings shall be replaced with new stainless steel zirc fittings with plastic caps on each fitting.

3.2.1 Zirc Fittings: Where installed, all zirc fittings shall be replaced with new stainless steel zirc fittings with plastic caps on each fitting.
3.2.2 Decal: A decal or permanent type label shall be affixed to the side of the winch informing the user of the manufactures recommended amount and type of grease to be used.
3.2.3 Pipe Plugs: Where installed, all pipe plugs shall be replaced with new grade 316 stainless steel pipe plugs. The stainless steel grade shall conform to ASTM a 276 or equal standard. Plugs shall be installed using Teflon tape or equal thread sealer.
3.2.4 Label Plates: Remove any label plates and replace at the conclusion of painting. New label plates shall be used if the original plate is not legible or in poor condition. Label plate shall contain make, model and serial numbers as well as all performance information as a minimum requirement. A separate label plate made of similar material as the original label plate shall be attached stating the contractor?s name, contract number, and date of overhaul.
3.3 Disposition: The Coast Guard shall determine the disposition of any winch delivered for repair that is found to be not suitable for repair for whatever reason.
3.4 Paint Removal: Removal of existing paint shall be accomplished in accordance with reference 2.0d where practicable. Equal means of paint removal is acceptable where tool cleaning may pose a risk of damage to internal components and cannot be properly protected from blasting operation.
3.5 Paint application: All metal surfaces of the winch intended for paint (with exception of flange faces and shaft) shall be cleaned per the paint manufacture instructions and coated with primer and top coat. Primer coat shall be a high build epoxy suitable for use with the finish coat. The primer coat shall be 5-6 Mils dry film thickness (DFT) any color. Top coat shall be Silicone Alkyd Enamel to MIL-PRF-24635, Type II or III, Class 1. Color shall be Spar in accordance with reference 2.0e, color number 10371. The top coat shall be 2-3 mils DFT for a total paint thickness of primer and top coat to a minimum of 7-9 mils DFT. The paint DFT thickness shall be verified by a Coast Guard QAR by the use of a non-destructive inspection tool or gage.
3.6 The contractor shall maintain documentation of the paint type, color and application. Records shall be made available upon request.
3.7 Test Requirements:
3.7.1 Testing: After completion of overhaul, contractor shall conduct the following described tests. All tests shall be witnessed by a Coast Guard Quality Assurance Representative (QAR). All testing shall be accomplished on contractor supplied calibrated test equipment per reference 2.0c. Any failed pump shall be repaired and re-tested as necessary until a successful test is achieved.
3.7.2 Performance test: The winch shall be tested in accordance with the OEM recommended test procedure where available. In the absence of an OEM test procedure, the winch shall be tested in accordance with reference 2.0i, Coast Guard Maintenance Procedure Dynamic and Static Weight Test. All test readings shall be documented and recorded using calibrated test equipment, reference 2.0c. During the test, the bearings and seals shall be monitored for unusual noise, vibration and overheating. A winch unit showing any indication of a problem during this test shall be secured and issues resolved prior to restarting the test. Any leaks are grounds for rejection and shall be corrected.
3.7.3 Test Report: Test results shall be documented on a report. A copy of the test report shall be packed with the winch and a copy shall be turned over to the Coast Guard QAR. Report shall contain the following information as a minimum:
a. Contractor name.
b. Contract number.
c. Winch Model & Serial Numbers
d. Date of test.
e. Description of each test conducted and results of each test.
f. Name of the person conducting the testing.
3.8 Calibration: All test equipment and attached gages shall be calibrated and have a current calibration sticker. Calibration shall be traceable to the National Institute of standards.
3.9 Assembly: Overhauled winch assembly shall be delivered to the Coast Guard completely assembled and ready for installation. Contractor shall preserve, package and mark each pump in accordance with section 5 below.
3.9.1 Contractor shall provide a waterproof instruction sheet containing the install procedures. The sheet shall be placed with the winch inside the protective bag required in part 5.1.
3.10 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractors facility prior to the Coast Guards acceptance of the contracted items. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
3.11 Notifications & Inspections: The contractor shall notify the Coast Guard Contract Administrator, at least seven (7) days prior to the scheduled commencement of any inspections required by this statement of work.
4.0 Quality Assurance:
4.1 General: The Contractor is responsible for the conformance and overall quality of each item offered to the Coast Guard for acceptance or approval.

4.2 Inspections & Tests: The inspections & tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following tests are required to be verified by a Coast Guard
QAR:
a) Test requirements, see section 3.7.
b) Paint thickness, see section 3.6.
c) Verification of packaging and marking, see 5.0
4.3 Calibration System: The Contractor shall be required to maintain a test equipment calibration program in compliance with reference 2.0c. The program shall be documented and traceable to the National Institute of Standards (NIST). The calibration system records shall be maintained for inspection for the duration of any contract referencing this specification
4.4 Test & Inspection Reports: A copy of any standard contractor test or inspection report shall be turned over to the Coast Guard Q.A. Inspector upon his arrival at the contractor's plant.
4.5 Warranty: Contractors standard warranty applies.
5.0 Preservation, Packaging and Marking:
5.1 Preservation: Any overhauled winch is intended for warehouse storage and not for immediate installation. Therefore, it is critical that the contractor ensures that the overhauled winch undergo the below preservation requirements:
a) Winch shall be drained of and dried of all test fluid.
b) Ports shall have plastic cap inserts or wood covers installed.
c) Unpainted surfaces shall be sprayed with a thin film rust inhibitor per 2.0f.
d) Each winch shall be placed into an 8-12 mil thick translucent polyethylene bag. At least four (4) 4 to 6 ounce desiccant packs shall be place in the bag. Bag opening shall be sealed closed with a plastic tie wrap.
5.2 Packaging: Each winch shall be individually packaged in its own fully enclosed wooden container. In the case where the existing container is not suitable for re-use, the replacement container shall be of a skid base type with an enclose consisting of four side and top that attaches to the skid and assembled with stainless steel wood screws. Winch along with protective bag shall be bolted to the skid to prevent the pump from shifting. Container shall be capable of protecting the pump from damage during multiple shipments by commercial carrier.
5.3 Marking: Shipping container shall be stenciled with black enamel paint with the information below. Stencil shall be applied directly on two opposite sides and be 3/4 inch minimum height black characters on a white painted background. NOTE: ALL PREVIOUS MARKINGS AND / OR QUALITY ASSURANCE DECALS
SHALL BE COMPLETELY PAINTED OVER IN WHITE ENAMEL PRIOR TO THE APPLICATION OF
ANY NEW MARKINGS. The following information shall be included in the markings:

B. Item being repaired as an "onboard repair" or a "system stock" item and will be put into inventory. NOT FOR IMMEDIATE INSTALLATION.
Contractor must guarantee item against defects that lead to failure for
90 days after installation for a period of up to two (2) years after delivery to Coast Guard.
GOVERNMENT ACCEPTANCE:
Acceptance will be made at destination by a Government representative.
Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
PACKAGING AND MARKING FOR SHIPMENT:
