Public Address System Statement of Work for Buildings, 7500 Security Blvd, 7111 Security Blvd, 1508 Woodlawn Dr., 7210 Ambassador Dr. and 7205 Windsor Blvd.

1.0 Purpose and Background

The purpose of this time and materials contract is to secure a contractor to provide CMS with service and maintenance support for the Public Address systems located at 7500 Security Blvd (Central Office), and four associated outlying Baltimore area buildings, as well as the Hearing Loop located in the Large Conference Rooms located in the Central Building. All locations are in (21244).

The CMS Public Address system provides one-way communication to CMS employees and contractors at the 7500 Security Blvd central location, as well as 7111 Security Blvd, 7210 Ambassador Dr. and 7205 Windsor Blvd.

The PA system provides information regarding health, safety, working conditions, IT system statuses, special events, and all emergencies.

In addition, there are fourteen stairwells (totaling of 54 communication access points) in 7500 Security Blvd location that currently provides two-way communication for the physically and/or visually challenged employees to communicate with CMS’ Security Control Center during emergency evacuations.

2.0 Requirements and Scope

This scope of work requires the Contractor to furnish all labor, expertise, personnel, equipment and transportation necessary to perform the duties as outlined within this statement of work. Any new installations and corresponding equipment will be purchased by CMS separate and apart from this statement of work. However, all maintenance of existing locations (7500 Security Blvd, 7111 Security Blvd, 7210 Ambassador Dr., 7205 Windsor Blvd) and any future systems, and parts required, are included within this scope.

The vendor shall provide service to repair wiring, microphones, control and signal processing equipment, main control console, power amps, and speakers in all locations. All equipment and operations will be based on the National Electrical Standard code for public address systems and emergency communication systems.

The vendor will be available for CMS to report technical difficulties with the public address or stairwell communication systems, and report to CMS to identify and resolve issues within 24 hours. The vendor will make service calls Monday through Friday, 8am - 4:30pm EST, excluding Federal holidays. The Contractor will have knowledge in the area of public address systems, equipment and capabilities, and advise CMS and its customers as needed. The Contractor will be expected to work with commercial and government contractors and manufacturer representatives, and CMS and non-CMS personnel, in a professional and appropriate manner to troubleshoot and resolve system issues. As technology continues to advance, the vendor must be responsive to changes in technology and responsive to customer support requirements. The Government will provide all transport and network connectivity required for public address functionality.

3.0 Schedule of Deliverables

The vendor will maintain CMS’ complete and fully functional public address and stairwell communication system, using materials and equipment that comply with the manufacturer’s standard design and construction, and in accordance with published product information and warranties. The vender will also maintain the Hearing Loop equipment in the LCF (Large Conferencing Facility. The work is within their scope of work.

4.0 Place of Performance

The work shall be performed at multiple Government sites including: 7500 Security Boulevard, 7111 Security Blvd, 7210 Ambassador Dr. and 7205 Windsor Blvd. All meetings and project planning activities involving Government personnel will be performed at Government sites.

5.0 Hours of Work

Contractor will be required to provide the government a work schedule to include the number of employees reporting to work site, so security procedures can be followed.

Hours of work are the normal operational hours plus those hours required for scheduled travel. Contractor is expected to conform to operation hours from 8:00am – 4:30pm (EST). It may be necessary for the contractor to deploy personnel outside the regularly stated Agency operating hours to eliminate interruption to mission critical functions performed by CMS personnel and monthly scheduled testing.

6.0 Section 508 Requirements

Section 508

All electronic and information technology (EIT) procured through this Task Order must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards/section-508-standards.

The Contractor shall indicate for each line item in the schedule whether each product or service is compliant or non-compliant with the accessibility standards at 36 CFR 1194. Further, the proposal must indicate where full details of compliance can be found (e.g., Contractor’s Web site or other exact location)

7.0 PERIOD OF PERFORMANCE

One base year from date of award with four additional one-year renewal options subject to satisfactory performance as determined by OSFLO.
