ATTACHMENT 1
PART I - SUPPLIES OR SERVICES AND PRICES/COSTS
A. TASK ORDERS AND INCENTIVES
The Contractor shall perform work under this contract only as directed in task orders issued by the Contracting
Officer. The task orders may be negotiated either on a time and materials basis, or on a fixed price basis, with the option of adding incentive provisions. For time and materials task orders, the contractor shall use its best efforts, utilizing economy, efficiency and competent personnel, to perform all of the requirements. For fixed price tasks, a fixed sum shall be negotiated for performing the task. The Government retains the flexibility of building performance incentives into each task order where it makes sense to do so.
A.1 PRICING SPECIALIZED TECHNICAL AREA 1: LEARNING MANAGEMENT SYSTEMS
The Contractor shall provide all labor and materials necessary to perform the services specified in Section C.4
Specialized Technical Area 1: Learning Management Systems, according to the pricing in their STA 1 proposal.

PART 2 - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
A.6.1. OVERVIEW
A.6.2. Agency Mission:
The Government Online Learning Center (GoLearn) is part of the Office of Personnel Management (OPM).
The mission of GoLearn is to provide the full spectrum of web-based human capital performance (e-HCP) tools, and the full range of web-based training content, including academic, technical, executive and organizational development courses to any Government employee or industry partner in any media at any time.
A.6.3 Project Background:
The Office of Personnel Management (OPM) is responsible for achieving the goals of the e-Training initiative.
This Performance Work Statement (PWS) details requirements for services to further advance the goals of this important initiative.
A.6.4 Project Goals and Objectives
E-Learning presents the opportunity to dramatically improve the effectiveness and efficiency of training, fully integrates organization training programs with tracking and career development planning, provides an easy, cost effective opportunity to measure return on investment, and links training investments and their impact on the strategic bottom line.
The goals and objectives of this solicitation are as follows:
1. To support and advance the President‟s Management Agenda by simplifying and unifying e-Learning services across Government to improve the efficiency and effectiveness of Government operations.
2. To reduce redundancies and provide economies of scale for the purchase, development, and implementation of e-Learning products and services across Government.
3. To enhance agency human capital initiatives, by supporting and/or leveraging existing e-Learning resources and providing a focal point for their access across agencies that transform the way Governments provide learning opportunities to employees.
4. To implement a premier e-Learning portal that provides enhanced one-stop access to high quality training and development opportunities for Government employees.
5. To provide increased access to commonly needed e-Learning courses (i.e., computer security, ethics, prevention of sexual harassment, and diversity) and Government-centric/high-interest e-Learning courses.
6. To advance continuous learning as a strategic business investment that promotes organizational flexibility, cost efficiencies, and improvements in performance.
7. To support and advance the use of “communities of practice” to improve human capital within agencies and across the Federal Government.
A.6.5 Purpose of the GoLearn Contracts
The purpose of these contracts will be to obtain online training services, web-based Human Capital
Performance tools, educational instruction and the supporting technology and services needed to enable
Government employees to achieve training and educational goals. The contractor is responsible for ensuring that all task orders issued under this contract are satisfied.
A.6.6 Core Capabilities
The contractor‟s personnel are not expected or required to be capable of providing all of the types of services identified in a specialized technical area. Contractors are required to provide personnel with the core capabilities within the specialized technical area that they covered in their proposal. Core capabilities are the primary areas of technical expertise, technical services or technology support that the contractor will provide and constitute the general scope of their post award activities. Contractor personnel must perform the identified core capabilities identified in their proposal and provide the applicable labor categories and price associated with the identified core capabilities.
A.6.7 Role of Participating Contractors
The Contractor may be required to serve as members of a team that will contribute to the overall integration of education, technology, and program management resources for the GoLearn initiative. Additionally, the
Contractor is expected to participate and cooperate in a teaming environment, including, when necessary, with other Contractors. Specifically, multiple Learning Management System (LMS) providers may receive awards and task orders per this solicitation. These LMS providers shall cooperate with each other to assure that LMS data and LMS services are interoperable. The Contractor must cooperate with other GoLearn vendors to meet common goals as defined in the individual task orders.
A.6.8 Program and Performance
Program management and administration will reside within GoLearn‟s organization and the Office of Personnel
Management (OPM) contracting office. Following contract awards, the Contractor will be introduced to Task
Order and administrative procedures. The Contractor shall respond in a timely manner to Government Task
Order requirements as issued, and shall implement, manage, and administer Task Orders developed in accordance with the Task Order procedures and contract administration requirements. The Contractor shall ensure that all ordered work is performed in accordance with this contract, the applicable Task Order and its delivery schedule, ensuring that Task Order cost and/or labor hour estimates are not exceeded during work performance. Work to be performed, reporting requirements, schedules and deliverables will be specified in individual Task Orders.
A.7 Requirements and Capabilities
The Contractor must be capable of performing the tasks and providing all labor categories associated with their proposal for the core capabilities in the specialized technical area of their proposal. Task Order turnaround time frames typically will be tight, allowing minimal time for response and preparation activities by the Contractor and subsequent work start-up. The Contractor must have personnel resources readily available to respond to
Task Order requests with the expertise necessary to meet Task Order requirements. These resources, their labor categories and capabilities/descriptions shall be described by the Contractor in detail and submitted as part of their technical proposal for those labor categories proposed for work in Section B (Supplies/Services &
Price/Cost.) The Contractor shall have the capability to work according to the requirements of this contract as well as architectures, standards, guidelines, procedures and direction stated in the individual Task Orders.
A.7.1 Place of Performance
The work performed under this solicitation‟s awards, while expected to be primarily within the Washington DC metropolitan area, may be performed at locations throughout the United States if required by the Task Order.
Task Order work may be performed at either the Government customer‟s site or the Contractor‟s site, whichever is applicable to the individual Task Order. When the work is performed at the Government‟s site(s), each Task Order will spell out the location of the task‟s performance, and the Contractor will be authorized reasonable ingress and egress.
A.7.2 Task Order Requirements
The specific detail of requirements, work assignments, deliverables, documentation, training, applicable
Government/departmental/industry standards, will be provided in individual Task Orders. While not intended as a provisioning vehicle, on an individual Task Order basis, orders for services may include requirements for obtaining commercially available hardware and/or software (provided on a leased, depreciated or purchased basis) which are integral and/or incidental to the services being provided.
Additional requirements and/or labor categories may be added to the contract during the contract period to address changes and/or advances in technology or meet the Government‟s needs, provided that the new or changed requirements fall within the general scope of work for the respective specialized technical area.
There is no predetermined distribution of the cumulative maximum for awards as long as the cumulative maximum for awards does not exceed the total estimated contract value during the contract period.
A.7.3 Project Management Reporting Requirements
When the Contractor performs LMS implementations and projects, the Earned Value Management System
(EVMS) Reporting requirements system shall be used be used, in accordance with ANSI/EIA 748.
Additionally, the Contractor shall provide reports of earned value using the work breakdown structure provided by OPM upon request.
B. SCOPE OF WORK
The scope of work and activities highlighted below in conjunction with each of the specialized technical areas is not all-inclusive, but strongly representative of that expected to be found within Task Orders for those specialized areas. Task Orders and their work are intended to support a spectrum of specialized technical areas and their operational maintenance support. Individual Task Orders will include details regarding requirements and work to be performed in the specialized technical areas by the respective Contractor. The scope of specialized technical work and technology support typically involves significant information technology (IT) related requirements. The Contractor must be capable of performing and delivering the services consistent with the core specialized technical area requirements that they covered in their proposal.
This contract outlines the seven specialized technology areas and their typical requirements. The requirements identified within each of the six special areas reflect the majority of the activities anticipated under that specialty, but are by no means inclusive of all possible requirements within that area or under this solicitation.
The seven specialized areas described in Table 1 below are intended to capture the spectrum of human capital performance and e-Training tools that will be required in achieving the goals of the e-Training initiative and support the President‟s Management Agenda in the areas of Human Capital Performance, e-Government and
Financial Performance. Contractors may provide multiple products and services under multiple specialized areas. However, contractors under specialized area seven (Management Services Provider) will not be eligible to provide services under areas one and two, to avoid potential conflicts of interest.

Management Systems (LCMS)
The full spectrum of services to be provided via OPM on a fee for service basis to other Government agencies. This includes, but is not limited to customized LMS/LCMS services which have the ability to manage all forms of content and human capital performance tools via a web-based learning management system.
This includes the services, products and licensing associated with
GoLearn.gov site branding, customizing, populating and maintaining the GoLearn site (see www.GoLearn.gov) and other customized Agency sites.
2. Training Content The full range of web-accessible training content and training services, including off the shelf courseware and content, such as IT, computer desktop, business, HR and professional training, live “e-structors” or subject matter experts, live telephone or voice over IP instructors.
4. Implementation, Customization and
Integration Support Services
IT Integration including integration with Legacy systems, development of network compatibility solutions, programming and application program interface development.
7. GoLearn Staff Support Provide GoLearn staff support, including e-Learning project management, support staffing, such as business case development, PWS development, and related e-Learning consulting services.
NOTE: The award of a contract in this area precludes award of a contract in any of the other 6 areas to avoid conflicts of interest.
Awardees in this area will be required to sign non-compete and non disclosure agreements.
B.1 GENERAL TECHNICAL AND SUPPORT REQUIREMENTS
GoLearn‟s specialized technical areas are intended to provide services for various types of e-learning and e-learning support activities, including training, certification and degrees, and reporting, as well as the operational maintenance support areas processes and activities which support them.
During the contract period(s), there may be other technology solutions and/or consulting support needed to accommodate unforeseen emerging requirements in areas such as: customization, engineering, installation, technology advances and the Americans with Disabilities accommodation, conversions. Therefore, the contractor shall follow the approach to technology advancement specified in their proposal, and assures that its technology will keep abreast of current and future technology and legislative trends.
In recognition of the fact that e-Learning technology is changing rapidly, OPM may choose to award additional contracts each year at the same time that it decides whether to exercise contract options that extend the period of performance of existing GoLearn contracts awarded via this solicitation. The terms of these additional contracts will not extend beyond the original period of performance of contracts, including options, awarded under this solicitation. These additional contracts will be awarded using the same evaluation criteria that were contained in this solicitation. The decision to award additional contracts using this procedure will be made by OPM based on a continuous process of evaluation of past performance, revenue projections of the GoLearn program, the needs of the client agencies supported by the GoLearn program, and changes in e-Learning technology and related technical standards. Additionally, such contracts may be done for one, some or all of the Specialized
Technical Areas.
B.1.1 Software Architecture Requirements and Disclosure
The Government requires software solutions that are highly scalable, fully distributable and fault tolerant. As such the Contractor‟s products including, but not limited to skills management, learning management, learning content management, collaboration applications and reporting applications shall follow the guidance of the
Federal Enterprise Architecture (FEA) Technical Reference Model; see www.feapmo.gov. Specifically, the
Government requires software solutions whose underlying technologies are built on either Java 2 Enterprise
Edition (J2EE), and / or Microsoft .NET. The Contractor‟s software products as listed above shall either (1) meet one or both of these standards at the time of the submission of the Contractor‟s proposal; or (2) meet one or both of these standards by contract year two. If the Contractor chooses option (2), the Contractor shall submit a Plan of Action and Milestone (POA&M) work-off plan. The POA&M shall detail the technical approach for migration from the Contractor‟s current solution to the J2EE and / or .NET technologies; provide a complete list of key tasks that will be accomplished, accompanied by key dates and milestones for the migration. The Contractor shall then report quarterly to OPM on the progress made against the milestones and the scheduled dates of the POA&M. In addition, the Contractor‟s software systems shall be fully interoperable using the Extensible Markup Language (XML) data exchange interoperability standard per the FEA.
The Contractor shall fully describe the offered application architecture including required technology and external applications, any plug-ins or other client applications that are required to operate properly. As applicable, the Contractor shall list the API‟s that facilitate integration with other existing systems (e.g., LMS, etc.) that are part of the proposed product.
The Contractor prepared and submitted with their proposal a list of the technical requirements of the proposed applications, including additional software and hardware requirements and whether these are included as part of the offering or are the responsibility of the Government to provide, and the detailed topology and architecture description and diagram of the system and communication architecture proposed solution(s), including disclosure of programming languages used, programming languages used to develop coding, and the detailed communication and network solution, depicting specific hardware and software requirements.
The Contractor system performance, throughput, application notification and system errors must be monitored and reported on in accordance with the Contractor‟s proposal.
B.1.2 Scalability and Verification of Capabilities
For the GoLearn.gov site, the software shall have the capability to provide service for access for one hundred thousand (100,000) simultaneous users. For scalability estimation purposes for the LMS, the Contractor may assume that typical courseware has a bandwidth requirement of approximately 14kps bursts per course per access. For custom LMS sites for Government agencies, the software provided by the Contractor must be capable of allowing five percent of the employee population to successfully access and operate the functionality and self paced courseware at any given time.
Past performance was major selection criterion. As such, the Contractor submitted detailed examples of successful large scale implementations, including detailed topology diagrams disclosing the complete hardware, software network and communication diagram, and system configuration for three of its recent, large implementations.
The Contractor submit proof of scalability, such as load test results. Additionally, the Government may require the LMS provider and systems software Contractor to either contract award or award of task orders under this contract to submit all proposed software products and proposed IT systems to an independent validation and http://www.feapmo.gov/ verification (IV&V) vendor for load testing, and to confirm that standards as described in this contract are met.
The Contractor may be required to, at the request of the Government, submit its un-compiled and compiled
LMS code for examination and verification of architecture and design claims.
B.1.3 Interoperability and Cooperation among GoLearn Vendor-Partners
All Learning Management Systems, Learning Content Management Systems and courseware offerings shall meet the Sharable Content Object Reference Model (SCORM) 1.2 standards and shall be able to meet the 1.3 or higher standard when released. GoLearn intends to fully vet and test the viability and assess industry and other
Government agencies evaluation and acceptance of the SCORM 1.3 standard and the value to be added by migrating to this standard, prior to specifying this standard in task order award competitions among contracts to be awarded via this solicitation. All courseware offerings shall be AICC HACP and Section 508 compliant.
Additionally, any other Human Capital Performance software applications that must interoperate with the web-based LMS, LCMS and/or content must comply with these interoperability standards. All software products shall be fully functional and operate properly using Netscape 4.7 and Internet Explorer 5.0 or higher.
The Contractor may be required to work closely and cooperate with other Contractors. For example, courseware Contractors, and academic institutions awarded contracts under specialized technical area 6 are required to work with LMS and hosting providers to implement/integrate any new technology in conjunction with the respective courseware libraries (i.e., new courseware players) and complete the implementation/integration of new technology no later than thirty (30) days (except where a longer period is agreed to and so documented in advance by the Contracting Officer) after notification by the GoLearn project/management team and approved by the Contracting Officer Representative (COR), at which time technical direction shall be given.
Additionally, two or more LMS offerings may be selected to support the GoLearn program. Therefore, the
LMS Contractor shall cooperate with other GoLearn LMS providers, and other GoLearn software providers, such as collaboration software providers, to assure interoperability of functionality and the sharing of data as directed by the Government.
The e-Training initiative through GoLearn is expected to integrate with other e-Government initiatives. The e-
Training initiative is currently working with the e-Authentication initiative to provide single sign-on authenticated capability to Government employees. The e-Authentication initiative currently utilizes 3 commercial providers and is working with the e-Authentication Gateway: Netegrity, Entegrity, and Entrust.

The Contractor must share database schemas and application architectural design documents for all products used to support the GoLearn program. The Government will enter into a Non-Disclosure Agreement with the
Contractor. The information provided will be used for the following purposes:
1. Developing Custom Reports.
2. Integrating with other IT systems involved with the e-Government initiatives.
3. Integrating with other IT systems in use by Government organizations.
4. Validating claims to compliance with Federal Enterprise Architecture and the Technical Reference
Model guidelines of Government organizations.
B.2 SPECIALIZED TECHNICAL AREA 1: LEARNING MANAGEMENT SYSTEMS
The selected LMS(s) shall provide two basic functions: (1) A Primary LMS site will act as the main Internet http://www.cio.gov/eauthentication portal to GoLearn content or offerings and use the URL www.golearn.gov. This site houses the free courseware titles, functionality and services offered to Federal employees workforce-wide; (2) Secondary LMS sites shall be provided for Government agencies requiring branding and modifications to the original “out of the box”
LMS functionality and/or appearance. GoLearn intends to work closely with LMS vendor(s) to develop common “Agency Individualization” requirements and guidelines to limit excessive customization of these agency sites.
The purpose of the Primary LMS portal is to provide one-stop shopping for users where they will access learning content, human capital performance tools, educational services, and online technical and administrative support widely applicable across Government agencies. The Government has retained the domain name www.GoLearn.gov as the official URL address for this portal. The portal shall be accessible with an Internet browser, an Internet connection, and an email account provided by the user.
Additionally, the portal shall be capable of providing to users efficient access to self paced courseware, live instructors and tutors, and third party applications relevant to human capital performance, such as competency management and collaboration tools. Additionally, this portal shall provide access to instructional, administrative, and support tools that facilitate online enrollment, teaching and tutoring.
B.2.1 The Government Online Learning, Learning Management System (LMS)
Through the task order process the Contractor may be selected to provide the web portal at www.GoLearn.gov powered by a LMS which provides a seamless and integrated user interface for all application subsystems that handle administrative services, course and curriculum management, course catalog management, resource and records management, event tracking, e-commerce services, such as billing and payment systems, and other services associated with the delivery of online training and education. The LMS capability shall be for use by students, GoLearn administrators, course instructors and tutors, and program mentors. The system shall be used by students to enroll in classes and courses, track information, review completion information, request services, receive assistance, and submit course and program evaluations. The system shall be capable of use by GoLearn administrators to approve enrollments, initiate and monitor withdrawals, complete mass uploads of users, monitor course completion and user progress, view consolidated usage reports, track financial assets, and view evaluations. The majority of courses offered on the Government Online Learning Center LMS shall be self-paced and available on demand.
The LMS services described above, for both the GoLearn portal itself and the LMS services to be provided to agencies via OPM, shall include the ability to provide access to a wide variety of off-the-shelf courseware, easy-to-use authoring tools to create web-based training; the ability to conduct live virtual classroom training;
access to a wide variety of web-based reporting features to generate detailed course statistics; test information and student proficiency metrics; comprehensive online Individual Development Plan capability; integration with performance and knowledge identifiers, such as competencies, knowledge, skills, and/or abilities; the ability to create, at great economies of scale, customized, branded storefronts for agency‟s - specific look and feel and individualized features, functionality and content; the ability to manage every form of training, including online courses, web casting events and instructor-led classes; access to live, “e-structors,” certified as subject matter experts; access to comprehensive survey tools, such as leadership, employee satisfaction, customer satisfaction, testing and certification. Additionally, the LMS will have a fully functioning File
Transfer Protocol/Secure Content Protocol (FTP/SCP) domain and process for agencies to upload Government-owned courseware with wide Government applicability, and a quality assurance test bed to evaluate
Government owned courseware for standards compliance, instructional design soundness and Government-wide relevancy. Further, the LMS will include content management features to manage training content across a full range of training content delivery formats. Systems under consideration must be in final release (i.e., beta products will not be considered). Proposed systems should be stable and robust second-generation versions of the product, and currently installed at multiple client sites.

B.2.1.1 Website Branding
Currently, GoLearn can be accessed at www.GoLearn.gov. The Contractor will provide branding services to create a customized look and feel for the GoLearn website with the e-Gov/FirstGov brand to include logos, fonts, and colors that reflect the Federal Government, the corporate culture of the Governmental agencies which sponsor the initiative and/or those that will have access to the GoLearn website. Additionally, the contractor will provide branding for specific agency custom sites. The exact look and feel will be determined during the development of detailed requirements established by the Government and the Contractor after contract award and under associated Task Orders.
B.2.1.2 LMS Capabilities
The LMS shall possess the following capabilities:
a. General Capabilities
1. The system must be able to capture all of the costs of providing training, including instructor fees, materials, books, equipment rental, etc. In addition, the system must allow a fee to be set for each course/class, separate from the costing information. The system must allow for different fees for different audiences, such as internal and external participants.
2. Searchable course catalog; Search for courses and materials by title, keyword, subject, location, type of training, agency, instructor, category.
3. The system shall record course attributes such as location data, hotels, training units, travel options, mandatory/optional flag, costs, vehicles required, & fees associated with these resources.
4. Enable students to keep Web-based notes on their coursework; enter comments in WordPad or notes by students. Ability to add photo‟s.
5. The system shall allow attributes of the training site to be maintained along with the site. Examples of such attributes include: maximum capacity, number of computers, equipment available, etc.
b. Student Registration Capabilities: The Contractor‟s solution must have the capability to perform the following user and course registration requirements:
1. Easy web registration (subject to restrictions by administrators) regardless of agency affiliation. (i.e. state, university, not-for-profit)or location from where the registrant is browsing. If not able to use the web interface to register, provide the opportunity for the LMS registration interface to „force‟ the applicant to another means of registering, for example by email form or printable PDF forms. Must also allow for additional data points to be requested and/or required of the applicant at the time of application based on individual course requirements.
2. Allows users to register themselves for courses and other forms of training.
3. Employees shall be able to formally request to attend a specific training course via an Internet-accessible
Web browser.
4. Registration with manager option; student or administrator allowed to add a manager/supervisor name, email, and phone number.
5. Tracks course registration and completion.
6. Allows users to register themselves to create system user accounts.
7. Provides a wait list when registering for live/Instructor Lead Training (ILT) classes.
8. Generates email information and updates.
9. Verifies a user is a Federal Government employee using the e-Authentication gateway.
10. Allows for multiple levels of user access (i.e., administrator, regular user, etc.).
11. Requires users to change generic passwords to complex passwords.

12. Uses an internal key as the unique database identifier for users.
13. Uses email in the fulfillment process.
14. Has the ability to verify that the email address supplied is valid.
15. Allows a manager or administrator to register an employee.
16. Master schedule allows setting holidays, and national conferences (AMS, NWA, etc.).
17. All other Schedules are subordinate to the Default Master Schedule.
18. Provides access to a centralized calendar whereby learners can check for course availability.
19. Has the ability to accommodate e-commerce and credit card payments to facilitate the purchase of licenses online.
20. Courses can be isolated from the general learner population for exclusive use of a sub-set of learners.
21. Direct linkage to course registration area from recommended courses in the learner's skill/competency profile.
22. Learner registration status can be viewed and updated by the learner, manager, or administrator.
23. Learners can view registration status on the Web at any time.
24. Class seats can be reserved for types of clients/customers.
25. Learner can request enrollment in an unscheduled session of an existing course. These class session request forms can be used to assist in class session planning, and resource allocation.
26. System supports class registration "periods" to control registration cut-off.
27. Notifications can be configured for "low enrollment" and "class full" information to facilitate enrollment management.
28. Learner can view course history and current status of registrations and materials requested/delivered.
29. Learners can register for and request approval of training which is external to the LMS, such as from commercial sources.
30. The LMS shall have an automated workflow process using the SF-182 training request form to approve training.
In addition to the above functionality, The LMS shall support the requirements under specialized technical area six (6) for Academic Licensing, Credentials, and Online Degrees.
c. Student Transcript: The LMS shall have the capability to track and maintain a historical record or transcript of the courses taken at GoLearn. Additional capabilities to track and integrate transcripts may be a future requirement of the LMS. The LMS shall maintain a learner's historical transcript in the system so that reports can be generated.
1. Audit trail capabilities within the system (e.g. linking the user or administrator to all transactions updating the database)
2. Ability to restrict content/data access by learner
3. Ability to restrict views and data access by administrator, manager, instructor, course scheduler, registrar, distribution personnel, different learner groups.
d. Reporting Capabilities: The LMS shall provide a wide variety of web-based reporting features to generate detailed course statistics, and test information and student proficiency metrics with the click of a mouse.
Other reports shall provide detailed information on employee activity logs, number of tries on a test, average scores, student‟s best score, passing scores, the courses started and completed, and student payment status.
The Contractor shall provide access to, via the internet, program information and statistics on the
Government Online Learning Center site at www.GoLearn.gov and custom LMS sites provided by the
Contractor. Program information includes statistics and summary data regarding usage, usage rates, course completion numbers and rates, number of site visits, and a summary of the amount of time end users spend accessing content, and number of courses started and accessed.
The Contractor shall provide reporting mechanisms and the capability for Government personnel to aggregate and summarize data on all LMS sites provided by the Contractor via the internet. Government personnel shall be able to review, download, and generate reports for the information and data described above.
The databases (and information contained therein) are property of the Government through the life of the contract and beyond the life of the contract. The data shall be transferred to the Government at the end of the contract, to include data dictionaries, documentation access procedures/passwords.
The LMS shall:
1. Generate and manipulate a wide variety of standard reports included with the LMS.
2. Produce standard reports that are professionally formatted for easy viewing online or print-enabled formats.
3. Develop easy-to-use pick lists and check boxes for filtering information to enhance usability and scalability.
4. Provide browser-based reporting to enable the managers, employees and instructors to be self-sufficient in gaining access to the data needed to make informed decisions. Access to reports shall be password protected and not accessible by individual students. However, students shall have the capability to access individual reports specific to their own personal progress related to the courses they are taking.
5. Designate who can access various reports (i.e., managers only view data on employees from their department).
6. Provide, at a minimum, reports described below that can be accessed via the Internet using either Internet
Explorer, Netscape Navigator, or other comparable browsers with a 56k or faster modem connection.
The www.GoLearn.gov site LMS shall include the following standard reports:
1. Student Roster Report (by individual class/course).
2. List of All Employees (itemized by number of courses registered for, and number of courses completed).
3. Class Registrations for All Employees (by class, employee name, position/title or department).
4. Total Test Results (by course, employee name, position/title or department).
5. Course Completion Record (by course, employee name, position/title or department).
6. Learner History Detail (review each employee‟s bio, contact information and course history within each supervisors department).
7. Test Results (for individual courses).
8. Survey Results (viewable for every course in 3 separate formats: summary with numbers, summary with bar graph, or every individual entry).
9. Statistics for All Tests (breakdown views of each question of every test in the LMS to see scores of each question).
10. Activity Log Report (viewable by individual student or department or agency; shows total number of logins to the system and total time).
11. Student Transcript Report (lists all courses a student is registered in and includes course title, required test score for each course), student‟s final score in the course, and the number of test attempts taken by the student.
12. The Contractor shall provide all reports in the following formats: 1)A viewing format and 2)An exportable format. Additionally, the system shall provide the ability to export all data, and to export all data by filtering on a Department or Agency.
13. All report data shall be extractable in XML for sharing with a centralized report server, or agencies' systems for further analysis.
e. Data Backups: The Contractor shall provide full data back ups twice a month. The back up is to be created on the 1 st and 15 th of the month and received at the GoLearn office within five (5) business days.
The backup shall contain the customer data elements, such as, but not limited to:

The data shall be provided on a PC formatted CD or DVD. The media is to be clearly labeled with the provider‟s name, the customer the data pertains to, and the date of the backup.
The data shall be provided in the Comma Separated Value format.
f. Custom Reports: The Contractor shall also have the capability to generate custom reports by exporting
LMS data to reporting software such as Seagate Software‟s Crystal Reports, an application that can be integrated with the LMS.
g. Administrator Capabilities: The LMS shall provide the following administrator capabilities:
1. Manage every form of training, including online courses, webcasting events, external training and instructor-led classes. Track student progress and creates detailed test results.
2. Register students individually or through a batch upload facility, or allow students to register themselves.
3. User-friendly interface for administrators - no programming skills required.
4. Remote administration.
5. Set completion dates for courses, tests and certifications.
6. Automatically reminds employees and managers of completion dates with notification e-mails.
7. Secure both the features of your system and the underlying data by assigning roles or security levels to users.
8. Customize the look and feel of the site by importing logos and background colors.
9. Set e-commerce functions including processing credit card transactions and departmental charge backs.
10. Password administration.
h. Survey/Testing: The LMS shall provide the following survey and testing capabilities:
1. Ability to create tests and surveys that require no programming, scripting or Java coding.
2. Ability to utilize question types such as true/false, multiple choice (with single-and multiple-answer options), sentence completion, fill-in-the-blank and short answer/essay.
3. Powerful and flexible test and assessment settings such as: question randomization, timed response, multiple question retry, randomized answers, feedback or explanations, question skipping, grading methods and scoring.
4. Ability to conduct pre- and post-training tests, training needs assessments, skill gap and job skills analysis, course and curriculum evaluations, and employee and client surveys and opinion polls.
i. Other LMS requirements that shall be provided include:
1. User evaluation tool
2. Feedback mechanism including user forums for collaboration and chat
3. Survey capability to gather data on each course
4. Survey capability to gather data on the site in general
5. Administrative service to consolidate and report survey results
6. Online course evaluations that can be in a structured format for ease of analysis
7. Course evaluations that can be made mandatory
8. Evaluation results that are stored in database and can be reviewed and analyzed online
9. Evaluations that can be exported for supplemental analysis and reporting.
10. Update course content and activate or deactivate new course modules at the click of a mouse. Allow the course creator the ability to preview what students will see before making a new or revised course or course module “live”.
11. E-Commerce capabilities for purchases.
j. The LMS shall provide the following Assessment capabilities:
1. Create and edit assessment tests
2. Randomize assessment questions
3. Weigh test questions differently
4. Distribute and deliver assessment tests
5. Report on assessment results (students who have taken tests, results of tests)
6. Learners and managers ability to view assessment results as defined by system.
7. Track course progress, assessments, and completion regardless of course format.
8. Automatically record test scores from standards compliant content, updating profiles according to system rules (with manual override)
9. Separately tailor assessment methods for the internal learners
10. Identifies gaps in assessed skills/competencies relative to job competencies
11. Pre-test options allow “opt-out” capabilities
12. Supports practice tests
13. Perform assessment before, during, and after course participation
14. Trigger "pointers" to remedial materials or otherwise highlight areas that need improvement
15. Allow paper-based test results to be input into the Learning Management System.
16. Define start and end dates/times for tests
17. Restrict access to tests before appropriate testing time
k. FTP/SCP functionality and process: The LMS shall provide web and FTP (File Transfer Protocol) functionality and process for adding courses that have been developed within the Government or by a third-party provider. FTP is the desired manner for conducting uploads and is an efficient way to copy files from one computer over the Internet to another computer at a different location.
l. The LMS shall have the following Instructor Management Functionality:
1. Allow tests to be created that can be auto-graded by system.
2. Create custom courses, ILT (Instructor Led Training), and SDL (Self Directed Learning Activities).
3. Provide for periodic post-training evaluations – with no limit on time after the class is taken. (OSM
Follow-up Evaluations: To meet the requirements of our strategic plan and GPRA, we send students and their supervisors follow-up evaluations 3 months after class. The requirement is to match students and supervisors to classes, e-mail them notice to complete evaluations on-line.)
4. Collect student feedback and surveys
5. Grade students and rank skills obtained for successful completion.
6. Graduation function with approval function to become official record.
7. Based on security levels, designated course leaders, instructors or training coordinators should have complete autonomy to add, manage, and delete courses, classes, rosters, transcripts, evaluations, reserve classroom / AV, etc.
8. Create and manage nametags, tent cards, attendance rosters, mailing lists, sign-in sheets and other merging template documents.
9. No Shows-System must allow email notification (must be able to notify both employee and manager).
10. Ability to assign different payments for same class based upon agency affiliation. Allow for standard cost at class level and ability to alter the default at student level.
11. Manage physical inventory of training and development materials.
12. Ability to set prerequisites for courses and classes.
13. Ability to set passing scores for tests.
14. Provide the ability for designated users to author, distribute, and report on the results of, custom tests, surveys, polls, assessments, and evaluations.
15. Create custom tests, surveys and opinion polls.
16. Schedule, register for, and track classroom training (ILT).
17. Must provide for ability to disable user accounts when employee exit procedures mandate that this occur.
However, must still keep a training record for a learner for historical purposes while disabling the learner's self-service access.
18. On-line Learner tutorial to aid the learner in navigating the LMS.
19. Ability to override prerequisite settings.
20. Assessment component to test out of prerequisites (disable and enable user accounts).
21. Ability to reserve rooms, equipment and other resources for ILT.
22. Waitlist capability with capture ability of data tracking for archival of denial, non-selection, etc. (we must be able to keep achieved indefinitely).
23. When a course is closed, employees who have requested to be on the course may be automatically placed on a waitlist. If a spot opens up in the course, the employee on the waitlist will automatically be enrolled in the course. If no spot opens, notify learner of other available dates.
24. Allow administrators to manually move registrations from one course offering to another, and to change order on waiting list.
25. Waitlist notification to manager and end user.
26. Maintain cancellation information indefinitely, including course rosters for cancelled courses.
m. The LMS shall have the following announcement and notification functionality:
27. Announcement feature for students by specific groupings by bulletin board or by email. For example: new additions to catalog.
28. Allows employees to automatically be scheduled to attend training for certifications that are expiring. Send notice to employee automatically.
29. Automated reminders sent via e-mail to the student, and cc'd to the student's designated supervisor, to notify students of: receipt of nomination/application, acceptance in a class, reminder of an upcoming course, assignment of an assessment/course evaluation/survey, and successful completion of a course.
Provide that any course, event, or learner attributes be available for use in e-mail notifications.
30. Notification e-mails should be able to be customized on a per-location basis or per bureau (i.e. different e-mails sent out for different locations) and a per course-type basis (i.e. different e-mails sent for self-paced learning vs. instructor-led).
31. Notify the learner if prerequisite credentials prevent registration.
32. Registration confirmation via e-mail or immediate confirmation via the web.
33. Notifications (via the employee preferred method, as set in the employee profile) will be sent out any time there are certain changes in the status of the course (i.e. a course is cancelled) or the employee‟s enrollment status (i.e. from Requested to Enrolled).
34. Email notification of resource changes.
n. The LMS shall have the ability to conduct the full range of Workforce Planning, Performance Management, Competency Management and Training System Return on Investment, including the ability to:
1. Ability to perform the full range of workforce planning, performance management
2. Perform and display a gap analysis between the employee's personal competencies and any job series' competencies.
3. Conduct Gap Analysis, skills assessment, and other pertinent forecasting
4. Provide data to be used in return on investment (ROI) analysis. Ensure that data is being gathered in the system for each of the 5 Kirkpatrick / Jack Philips levels leading to ROI analysis.
5. Provide a means for supervisors to conduct a skills gap analysis of subordinates.
6. Track competency requirements for each employee, based on: job and/or additional job roles, and supervisory assignment. Further, the system shall support the creation and maintenance of Individual
Development Plans (IDPs) for employees. An IDP consists of a set of competencies that the employee is requested to attain. The system should provide a means of matching the competency needs identified in the
IDP to courses in the system which address these needed competencies.
7. The system shall allow competencies to be linked to the employee, indicating that the employee has the competency to the specified level
8. The system shall support Individual Development Plans (IDPs) for each employee for current and desired positions.
