Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice.

This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-85).

The associated North American Industrial Classification System (NAICS) code for this procurement is 541820 with a small business size standard of $15M in annual revenue.

The Overseas Private Investment Corporation is issuing this Request for Quotes for support for the requirements described in the attached statement of work.

Period of Performance*:

Base Year: May 1, 2016 – April 30, 2017 Option 1: - May 1, 2017 – April 30, 2018 Option 2:- May 1, 2018 – April 30, 2019 Option 3:- May 1, 2019 – April 30, 2020 Option 4:- May 1, 2020 – April 30, 2021 *Additionally, IAW FAR 52.217-8 Option to Extend Services, should the Government opt for a 6-Month Extension of performance beyond any performance year, such extension will be at then-current rates.

Place of Performance: An offsite address chosen by the vendor.

Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Vendors. Questions will not be accepted or answered via telephone.

The following FAR provisions and clauses apply to this acquisition and are incorporated by reference:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

PREFERENCE IS GIVEN TO SMALL BUSINESSES ELIGIBLE UNDER THE DESIGNATED NAICS

CODE FOR THIS ACQUISITION. If a Small Business’ proposal is evaluated to be technically acceptable with a fair market price, the award will go to the highest rated Small Business. If no proposals from Small Businesses are evaluated to be technically acceptable with a fair market price, the award will go to the firm with the highest rating, regardless of Small Business eligibility.

The following other factors shall be used to evaluate offers: technical, oral presentation and past performance.

NOTE: Oral presentation will only be offered to the top three vendors rated after reviewing the technical past performance and price.

Evaluation criteria for technical acceptability:

- Proposal is responsive to RFQ.

- Information provided demonstrates relevant experience performing contracts of a similar size and scope.

Evaluation of past performance: The Government may consider information obtained through other sources (i.e., Past Performance Information Retrieval System). Past performance information will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort.

Evaluation of price: Vendors' price quotes will be evaluated to determine reasonableness and realism.

Pricing that is excessively high or low may be considered unrealistic and unreasonable, and may receive no further consideration. The vendor offering the lowest total price (including option periods) that is

The contract award shall be made to the responsible vendor whose offer, in conforming to this RFQ, provides an overall best value to the Government, Tradeoffs included.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/SAM/#1 in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.

INSTRUCTIONS FOR THE PREPARATION OF THE QUOTE

Volumes 1 and 2 of the quotes must be submitted electronically (pdf or word format) no later than the response date listed. Submit by email to Glenda.Martin@opic.gov. Follow the format, technical and price quote instructions below.

Format Submission Requirements

A. Each volume must include a cover that indicates the following:

(1) Volume number and title (i.e. Technical or Price)

(2) RFQ number

(3) RFQ issuance date

(4) OPIC issuing office and contact person

(5) Name, address and DUNS number of the vendor

(6) Submission date

(7) Acknowledgement of applicable amendments issued to the RFQ

(8) Quotation acceptance period of no less than 120 days

B. Each Volume’s cover letter must include no pricing or technical information.

C. Table of Contents and Organization of Volumes. Each Volume must contain a Table of Contents providing sufficient detail to allow evaluators to easily locate all important Volume elements.

D. General Formatting. The specified format for the Technical Volume and Cost/Price Volume is:

(1) Pages must be standard 8 ½” by 11” size and the font must be 12 point Times New Roman. The font size for tables, figures, and graphics must be 8 point or larger and must be Times New Roman or Arial font.

(2) Margins must be one-inch at top/bottom and left/right of each page. Pages must not be reduced form. Headers and footers may be included in the margins.

(3) Paragraph line spacing must be single spaced.

Technical Quote (Volume 1)

Vendors shall provide a technical quote that includes the following sections:

A. Technical Solution Proposed B. Management Approach C. Staffing Approach D. Corporate or Institutional Capability E. Past Performance F. Personnel Qualifications

1) Resumes reflecting experience meeting the personnel qualifications section of the

SOW.

Price Quote (Volume 2)

This contract will be a hybrid of fixed priced and labor hour type. A spreadsheet for pricing of base year and four option years is attached. Submission of the spreadsheet is mandatory. NOTE:

There are two tabs to be completed.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Vendor shall list exception(s) and rationale for the exception(s).

Submission shall be received not later than the response date listed on page one of this document. Quotes may be e-mailed directly to the point of contact listed below; this is the sole designated e-mail address and inbox for receipt of e-mail submissions. No other electronic means of submission, used in whole or in combination with e-mail, is permitted. No other method of submission is acceptable. To be timely, an e-mail quote must be received in its entirety in the designated e-mail inbox by the due date and time for quote submission. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212- 1(f).
