Vendor Questions and Clarifications

Solicitation Number: 2008Q058 – Youth Development

1. In the first paragraph of the Evaluation Factors document you said the table is limited to three pages, but in the fourth paragraph you said that the table is limited to one page and the details two pages. Could you clarify this for me please?

Response: Table is limited to one page and the details limited to two pages.

2. You stated in the third paragraph of the Evaluation Factors document that questionnaires do not count in the page count for the Past Performance section of the technical proposal. However, in the fourth paragraph it seems that you are saying they count for two of the three page limit for the past performance section.

Response: The past performance factor is comprised of two parts: 1. past performance narrative which is part of the technical proposal page limit. The past performance narrative is limited to three pages: Table – 1 page and Detailed narrative – 2 pages; and 2) business management past performance questionnaire which do not count toward the technical page limit.

The solicitation notice has been amended to provide clarification.

3. I just received the RFP package. Inside the package it contains a past performance questionnaire that I believe must be filled out by the government agency for whom I have done business. The only government agency with whom I have done business is CCDO. To whom do I need to send this questionnaire at CCDO?

Response: Yes, if you have cooperative agreement with CCDO.

4. The Special Programs and TA document contains a list of companies that have previous agreements with CCDO. Is this the CCDO consultant database to which we may refer or was this list given to us for another reason?

Response: This information was requested at Industry day and it does not represent the CCDO consultant database.

5. At the industry day meeting you stated that it is not necessary for us to obtain letters of commitment from contractors if we plan to use the CCDO consultants database. Is this still the case? If so will you be providing a complete list of those consultants before this contract proposal is due?

Response: The requirements in the final SOW were revised regarding using the CCDO consultant database; this is no longer a requirement. Letters of commitment are required as stated in the solicitation.

6. In the Evaluation Factors document there is a one page limit for the narrative? Is there a page limit for the resume’s? Do all of our employees have to be working for us now or can we just include the job descriptions we would like to fill if we get the contract?

Response: Resumes do not count toward the page limit. Refer to the proposed staffing evaluation factor regarding “proposed but-not-yet-hired” staff. Letters of commitment are required for key personnel

7. In the evaluation factors document under the corporate experience section you mandated a one page limit for a general statement regarding the company history. You stated that this general statement must be accompanied by an organizational chart. Must the chart and the company history be on the same page or can the chart be a part of the two subsequent pages?

Response: May be part of the subsequent page.

8. What is the level of funding and timeline for this contract?

Response: The government does not disclose its independent cost estimate. Vendors/Offerors are requested to provide the proposed costs of providing the services required in the statement of work based on their knowledge and experience in providing similar services.

9. To what extent will the youth development and leadership T/TA provider also provide guidance in youth involvement in sustainability, partnership and collaboration, and coalition building efforts as they relate to WSC goals?

Response: A comprehensive approach that relates to Weed and Seed communities is expected

10. How many T/TA providers will we selected? Is there an expectation for one provider to support over 250 communities?

Response: One contract will be awarded. The exact number of sites to be supported is not definite.

11. Are there existing curriculum and resources used by WSC to support youth development and leadership?

Response: Yes

12. Can you provide background information on Industry Day and the relevance of attachment number five "Industry Day Attendees" to this statement of work?

Response: Industry day held to discuss the various program areas for this training and technical assistance requirement. The list of attendees was published at the request of industry day attendees.

13. To what extent do WSC communities require/request in person T/TA versus T/TA that can be conducted through virtual and distance coaching or learning?

Response: The number varies; but both forms are used.

14. Could you please provide more instructions relative to the cost proposal? Is there a certain format to be followed, page limits, allowable expenses?

Response: Proposed costs should be those necessary to fulfill the requirements identified in the statement of work. As the solicitation notice states, sufficient data should be provided in the cost estimate to allow the Government to determine the amount, realism and consistency of the proposed price. The proposed cost will be evaluated for cost reasonableness.

15. If a contractor is proposing training as part of its response to this solicitation, is it allowable to include working meals into the cost?

Response: Yes

16. Does CCDO have a ceiling amount it expects to allocate for this contract?

Response: See number 8 above
