Text version
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services
(DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Office of Inspector General (OIG), intends to sole source to:
615 Chestnut Master Lease LP
615 Chestnut Street, Suite 120
Philadelphia, PA 19106-4416
OIG requires one 12-month base period and one 12-month option period of parking garage access for 20 unreserved parking spaces and 1 reserved parking space with an electrical outlet and electric service for a surveillance vehicle in a secure parking structure located adjacent to the
OIG office in Philadelphia, Pennsylvania. The parking spaces will be used for OIG law enforcement agents who need to keep their vehicles and equipment safe and secure, and who also need quick access to their vehicles.
615 Chestnut Master Lease LP is uniquely qualified to provide the required parking garage access. 615 Chestnut Master Lease LP is the sole owner of the garage located at 615 Chestnut
Street, and that location is required because it is the only garage that satisfies OIG’s requirement that OIG law enforcement officers park their vehicles in a secure facility within one block of the
OIG office.
OIG defines “secure” as having either a 24/7 gate or guard-controlled accessible parking, and it desires such a facility to be within a one-block radius of the building in which the law enforcement officers work. Such nearby parking allows OIG law enforcement officers to have expedient and judicious access to the vehicles assigned to them, and does not require OIG officers to transport sensitive or valuable information and/or equipment for a great distance.
Additionally, the secure facility protects OIG’s valuable vehicles that often are equipped with law enforcement technology. No other similarly secured garage is located within one block of the OIG office.
This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services OIG is seeking in this proposed acquisition. The email subject line must reference OIG168261. All responses are due by December 31, 2015, 4:00 PM Eastern Time and can be sent to Khristine Agnello at
Khristine.Agnello@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the
Government.
