SINGLE SOURCE JUSTIFICATION FOR

ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

1. In accordance with Federal Acquisition Regulation 13.106-1, I hereby determine that the Physical Access Control Systems (PACS) Maintenance & Repair Services listed on EQ5PSS1F-19- 0007-M0010 is reasonably available from only one source, and competition is precluded for the reasons indicated below. For the purpose of this justification PACS are defined as Turnstiles or/and pass gates.

FAR 13.16-1(b) Soliciting from a single source. (1) For purchase not exceeding the simplified acquisition threshold. (i)Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand-name, or industrial mobilization).

2. This acquisition is restricted to the following source:

3. The PACS Maintenance & Repair Services is for the Ralph H. Metcalfe Federal Building located at 77 West Jackson Blvd. in Chicago, IL is estimated to cost $2,174.17 and is required to commence on June 1, 2023, and expire on November 30, 2023.

4. Because of the urgency of this requirement, only one source will be solicited. These services were to be incorporated into a follow-on Operations & Maintenance (O&M) Services Contract at the Ralph H. Metcalfe Federal Building. A protest received from the incumbent O&M contractor has created an unusual and compelling circumstance requiring GSA to extend Esscoe, LLC’s Contract by six months to avoid a lapse in services.

5. Esscoe, LLC has properly trained, licensed, and certified technicians that are approved to work on the original equipment manufacturer (OEM) system. Additionally, Esscoe, LLC’s knowledge of the existing system and building will eliminate any potential on-boarding delays a new contractor would face and would ensure the continued operations of the turnstiles.

I certify that the information provided above is complete and correct to the best of my knowledge. In accordance with FAR 13.106-1, the facts of this acquisition preclude the use of full and open competition.
