OVERHAUL DESCRIPTION

FOR OFFICIAL USE ONLY

Items as received by the contractor must be complete and of the proper cited part number. Discrepancies shall be reported to the Coast Guard Contracting Officer.

PRELIMINARY INSPECTION REQUIREMENTS

The Contractor shall carefully remove each Centrifugal Pump from the shipping crate, clean and remove all paint and primer to facilitate a thorough inspection to determine all the necessary repairs to return the Centrifugal Pump to a serviceable "A" condition as described below. A detailed condition found report (CFR) and overhaul plan including new parts, shop materials, labor rate, labor hours, overhaul, testing, coating, preservation, packaging, packing, marking, bar-coding and crate repair or replacement costs shall be submitted to the Coast Guard Contracting Officer for approval. No further work shall be accomplished until the CFR and cost proposal is reviewed and approved in writing by the Coast Guard Contracting Officer (KO).

The CFR and overhaul plan shall consist of, as a minimum, the following information:

1. Name of Contractor

2. Date of Inspection

3. Identification of each Centrifugal Pump by serial number, part number and stock number.

4. Condition of shipping crate and any cost of repair or replacement.

5. A list of parts and materials recommended for replacement with individual pricing.

6. Cost of overhaul labor broke down by number of hours and hourly rate.

7. Cost associated with Coast Guard quality assurance inspections at vendor's facility.

8. Cost of any additional work needed, but not described in this overhaul description.

9. Comments if any pertaining to unusual observations during inspection and disassembly.

These requirements also pertain to the pressure reservoir and associated parts, and bracketry.

OVERHAUL REQUIREMENTS

Overhaul - The Centrifugal Pump shall be overhauled to a serviceable "A" condition, which shall restore the operating, coating and performance characteristics to the "original" design and technical specifications as listed above. Overhaul shall be performed in accordance with Original Equipment Manufacturer (OEM) specifications and standards and this overhaul description.

*** Serviceable "A" condition is defined as a reconditioned Centrifugal Pump meeting all required design, operational and dimensional specifications in accordance with Carver Pump Company drawing 998-8003-A-04 Rev. B and this overhaul description and being capable of functioning and performing in the same manner as an identical new Centrifugal Pump although it may not have the appearance of a new Centrifugal Pump. ***

Replacement Parts - All replacement parts used for this requirement shall be new OEM parts. Reclaimed, recycled or aftermarket parts are not acceptable and shall not be used. The overhaul facility or any sub-contractors shall not manufacture parts to be used on overhauled assemblies without permission from the Contracting Officer. Parts not normally manufactured by the OEM such as nuts, bolts, o-rings, seals, gaskets etc. shall be equal to the quality of such parts originally installed by the OEM but are not required to be supplied by the OEM.

Pressure Reservoir - The pressure reservoir level switch and 0-200 psi pressure gage shall be replaced regardless of condition. All other parts shall be inspected and replaced as inspection dictates.

Data Plate - Missing data plate(s) shall be replaced. Refer to Carver Pump Company drawing 998-8003-A-04 Rev. B.

Testing - Following completion of overhaul, the Contractor shall perform standard production tests and inspections to assure maximum design performance in accordance with OEM drawings, specifications and this overhaul description. The Contractor shall provide certifications of successful standard production tests and inspections. One certification shall be placed in the box with each unit and a copy of each certification shall be forwarded to the Coast Guard KO.

Pump Parameters:

Flow - 111 GPM Rotation - CCW from motor end Head PSI - 29 Test PSI - 60

RPM - 1775

Rotational Test: To ensure the Centrifugal Pump turns freely and without binding, the pump rotor assembly shall be rotated 10-20 times by the use of a strap wrench or other non-damaging tool. The QAR shall inspect for smoothness of rotation and check for signs of binding. Contractor shall investigate any questionable test results and correct as necessary.

Operational Test: The Centrifugal Pump assembly shall be operated for a minimum of thirty (30) minutes utilizing fluid in a test tank for testing.

The Centrifugal pump shall meet the flow curve to a tolerance of +/- 5% of a new Centrifugal Pump. During these tests the bearings and seals shall be monitored. Any leakage, binding or unusual noise such as squealing coming from the Centrifugal Pump during this test shall be corrected and retested after corrective work is complete.

Hydrostatic Test: Contractor shall conduct a hydrostatic test on the overhauled Centrifugal Pump unit using clean fresh water or OEM specified test fluid. Test shall be conducted to certify the integrity of the pump

Test shall be conducted at 50 PSIG for a thirty

(30) minute time period. Test shall be discontinued at any sign of leakage for repairs and re-tested until satisfactory results are obtained.

Coating - Contractor shall clean and prepare surfaces for coating IAW coating manufacturer requirements. Contractor shall use a suitable primer compatible with final coating. Primer and coating thickness and application shall be IAW manufacturer instructions. Color of finish coat shall be the same as originally coated when new. Any changes to color shall be approved by the Contracting Officer.

Calibration - Contractor shall have a tool calibration program. All measuring devices, test equipment and attached gages shall be calibrated and have a current calibration sticker attached. Calibration shall be traceable to National standards.

Assembly - The overhauled Centrifugal Pump shall be delivered to the Coast Guard completely assembled and ready for installation. The Contractor shall preserve, package, pack, mark and bar-code each Centrifugal Pump as specified below.

Warranty - The standard manufacturer warranty applies to this requirement.

Final Inspection and Test Report - A detailed final inspection and test report shall be submitted to the KO for review and approval prior to scheduling SFLC quality assurance personnel. A copy of the inspection and test report shall be turned over to the Coast Guard quality assurance representative upon arrival for final inspecting and testing. A copy shall also be packed with the inspected and tested Centrifugal Pump. The inspection and test report shall contain the following information as a minimum:

1. Contractor name, address and telephone number.

2. Contract number and delivery order number, if applicable.

3. Centrifugal Pump model and serial number

4. Date of testing

5. Description and results of each test conducted including test fluid used.

6. Name of the person conducting the testing.

7. Test equipment used, nomenclature, serial number, and calibration date.

The inspection report shall depict the final condition of each Centrifugal Pump after all work has been completed.

QUALITY ASSURANCE

Tests and inspections - The inspections/tests required here and UNDER Overhaul Requirements are the minimum required and are not intended to supplant any controls, examination, inspections or tests normally employed by the Contractor to assure the quality of the item in question.

The following are required and will be witnessed by Coast Guard SFLC Quality Assurance Representative(s):

1. Visual inspection of all components and replacement parts

2. Tool Calibration verifications

3. Witness all standard production testing (Operational and Rotational)

4. Hydrostatic Test (30 Mins)

5. Run Test (30 Mins)

6. View material certifications as applicable

7. Witness preservation, packaging, packing, marking and bar-coding

PRESERVATION, PACKAGING, PACKING, MARKING AND BAR-CODING

Preservation - Each overhauled Centrifugal Pump unit will be placed in warehouse storage and not for immediate installation. The overhauled Centrifugal Pump unit shall be individually preserved and wrapped for protection against moisture and deterioration for a period of two (2) years minimum. It is critical the Contractor ensures the overhauled Centrifugal Pump units undergo the below preservation requirements:

1. Each Centrifugal Pump shall be drained of and dried of all water and/or test fluid.

2. Contractor shall spray a corrosion preventative, water displacing compound fog into the intake and discharge ports of the Centrifugal Pump assembly to prevent corrosion during storage. The compound shall meet or exceed the requirements of MIL-PRF-16173E Grade III, Class 2. The intake and discharge ports shall have plastic cap inserts or wood covers installed as soon as fogging is completed.

3. Zirk fittings, if applicable shall be capped with red zirk caps.

4. Exposed threads shall be protected utilizing heavy cardboard tubing, plastic or rubber caps. Thread protection shall fit snug, so it does not fall off during shipping and handling.

Packaging and Packing - Each overhauled Centrifugal Pump shall be packaged in a substantial skid mounted wooden box with separate hood meeting the requirements of ASTM D6880/D6880M-19, Class 2, Style 7. Each Centrifugal Pump shall be packed in a translucent protective envelope using water-vapor-proof, greaseproof, flexible, heat sealable barrier paper IAW MIL-PRF-131, Class 3. The vendor shall place an 80-unit desiccant pack inside the envelope to absorb moisture during storage conforming to MIL-D-3464 Type 1.

Where the mounting bolts penetrate the envelope, silicone sealant and/or rubber pads shall be used to seal the envelope. The wooden box hood shall cover the Centrifugal Pump and skid and be secured to the skid by three (3-inch) evenly spaced lag bolts with flat washers on two opposite sides of the crate. The lag bolts and a 2-inch square shall be painted red around each lag bolt.

Marking - Marking IAW MIL-STD-129R except bar coded IAW ISO/IEC-16388-2007, Code 39 Symbology. The marking described herein shall be placed on the longest two sides of each box (on opposite ends), facing the forklift operator in 3/4 inch black block lettering on a contrasting white painted background.

WARRANTY:

Contractor must guarantee item against defects that lead to failure for

90 days after installation for a period of up to two (2) years after delivery to Coast Guard.
