JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)

REFERENCE: ASTM Codes and Standards

1. Nature and/or description of the action being approved.

1. Acquisition purpose and objectives.

The staff of the U.S. Nuclear Regulatory Commission (NRC) Technical Library acquires, processes, and maintains collections of scientific and technical materials essential for the NRC’s regulatory activities. Subscriptions to online standards and scientific resources are required to provide information in support of the licensing and regulatory activities of the technical and scientific staff at NRC, as well as information relevant to the nuclear field and nuclear industry.

The Contractor shall provide subscriptions to full text electronic codes and standards from the American Society for Testing and Materials (ASTM) and Special Technical Papers (STPs), Books, and Journals in the Nuclear, Solar, and Geothermal Energy section of ASTM’s Digital Library for the period of June 1, 2017 through May 31, 2021, with three (3) one year renewable options. Access will be granted enterprise-wide to NRC authorized users at all locations, including the Regions and Resident Inspectors in the field. (Locations: Rockville, MD; King Of Prussia, PA; Atlanta, GA; Lisle, IL; Arlington, TX; Chattanooga, TN). Access is to be via a web page using https protocols for Internet Protocol (IP) authentication, with no passwords needed by NRC users.

This will be a new requirement, similar to our current contract with ASTM, NRC-HQ-12-P-33-0100, which expires on 5/31/2017. The period of performance was for five years from 6/1/2012 to 5/31/2017.

1. Project description.

Background: The U.S. Nuclear Regulatory Commission (NRC) Technical Library supports the mission and strategic goals of the agency. The NRC Technical Library provides resources and services for accurate, timely information, and document identification and retrieval. The Technical Library is located at NRC headquarters in Rockville, Maryland, but serves the NRC staff in four regional offices, and the Technical Training Center in Tennessee.

As mentioned above in 1.a., the staff of the Technical Library acquires, processes, and maintains collections of scientific and technical materials essential for the NRC’s regulatory activities. Subscriptions to online standards and scientific resources are required to provide information in support of the licensing and regulatory activities of the technical and scientific staff at NRC, as well as information relevant to the nuclear field and nuclear industry.

1. Identification of the justification rationale.

☒ This acquisition is conducted under FAR 13.106-1(b).

The authority permitting Other Than Full and Open Competition as implemented by FAR 13.106-1(b) of the Federal Acquisition Regulation (FAR), which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or service will satisfy agency requirements.
