Statement of Work (SOW) for A Politico Pro Subscription

February 2021

SCOPE

Background The Office of the Administrator (OA) directs the planning, coordination, and implementation of the programs under Titles XI, XVIII, XIX, and XXI of the Social Security Act and related statues, as amended, and directs the development of effective relationships between these programs and private and federally supported health-related programs.

The Office of Communications (OC) helps CMS create, coordinate and deliver cohesive, timely and strategic communications to our many beneficiaries, constituencies and partners. OC achieves this through a broad range of communication initiatives that represent and advance CMS’ policies and programs and that assist CMS in striving toward achieving a transformed and modernized health care system for the 21st century. CMS operating components and CMS’ private and public sector partners value OC as a strategic collaborator that provides expertise and superior results in communications, education, communication outreach and stewardship of the CMS, Medicare and Medicaid brands.

The Office of Legislation (OL) collaborates with the CMS Centers, Offices, and COO, provides technical, analytical, advisory, and information services to CMS' components, the Department, the White House, OMB, other government agencies, private organizations and the general public on CMS legislation, congressional hearings, and testimony preparation.

The Office of Strategic Operations and Regulatory Affairs (OSORA) manages all of CMS' decision-making and regulatory processes and serves in a neutral broker coordination role which includes coordination with components and regional offices to ensure that emerging issues are identified early, all concerned components are directly and fully involved in policy development and decision making.

The Media Relations Group (MRG) provides proactive consultation and collaborates with the Office of the Administrator (OA), CMS components, CMS’ ten regional offices (ROs), and the Department and the White House press offices in planning strategic messaging, in developing relevant materials, and in responding to inquiries from a broad array of news media in furtherance of CMS goals.

Because OA, OC, OL, OSORA, and MRG collaborate with all CMS components, POLITICO Pro is a valuable resource that consistently covers news, breaks game-changing developments, and offers exclusive insights on critical political, government, and policy decisions while giving users up-to-date information and in-depth analysis.

Currently, this subscription is not available in the CMS library even though an aggressive effort continues to be made yearly. The MRG is the lead on the purchase request for Politico Pro.

Objective MRG needs to procure a fixed price subscription service with Politico Pro that has modernized technology so users can customize as needed for their areas of operation.

This subscription will allow OL and MRG to

· monitor news coverage and influences

· monitor regulations, appropriations, and hearings

· monitor policy decisions

· monitor impact on healthcare industry

· review in-depth analysis of CMS rulings

Technical Consideration The subscription needs to be accessible via the Internet 24 hours per day.

REQUIREMENTS

Politico Subscription Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform the requirements of this Statement of Work.

Tasks

· The subscription shall cover 55 licensed users.

· The subscription shall have the following features –

· Ability for individuals to customize access for minute-to-minute news coverage

· Ability to be accessed 24 hours a day

· Ability to receive early bird access and afternoon newsletters

· Ability to access to in-depth coverage, calendar events, and interactive communities of though leaders

· Ability to attend Pro subscriber-only events and panel discussion that feature opinion leaders in journalism and private industry, as well as leading lawmakers.

· Ability to furnish all features requested

· Meets CMS’ 508 compliance requirements

· The subscription shall give licensed users access to POLITICO Pro on first day of contract.

· The POLITICO Pro representative shall work with the Contracting Officer Representative (COR) for any user changes, issues, or questions related to the account or Politico Pro users.

· The POLITICO Pro representative shall respond to technical issues, customization help, inquiries and general assistance within 24 hours.

· The POLITICO Pro representative shall ensure news is delivered in real-time.

Period of Performance (PoP) The PoP for this SOW is 12-month period with zero option years.
