Request for Quote USAF Academy
RFQ # FA700020Q0073
I. DESCRIPTION. 5-Axis CNC Mill Machine
The US Air Force Academy has a requirement to purchase a 5-Axis CNC Mill Machine. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ) under solicitation number FA700020Q0073 in accordance with Federal Acquisition Regulation (FAR) part 12 and FAR part 13.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, effective 06 May 2020.
The associated North American Industry Classification System (NAICS) is 334516, the Product Service Code (PSC) is 5961. This acquisition will be solicited to all small businesses that can meet the salient characteristics for the requirement. Before submitting a quote, please read the entirety of this solicitation.
It is the quoter’s responsibility to ensure their quote meets all the requirements identified herein.
The Government bears no legal liability for the costs associated with preparing a quote. Vendors should not submit a quote unless they are willing to absorb all costs associated with submitting a quote. The Government will not consider any quotes that contain used, reconditioned, refurbished, gray market, or liquidated stock.
This notice will serve as a Request for Quote for the following:
CLIN 0001: 5-Axis CNC Mill Machine

It is USAFA’s preference/intent to acquire only domestic end products per the Buy American Statute (41 USC Chapter 83), except as provided in FAR 25.103. Foreign offers will be evaluated per DFARS
225.502 when comparing domestic and foreign offers. This requirement is for commercial off-the-shelf items; therefore the manufacturing country of origin will determine if the quoted product is foreign or domestic. The Buy American – Balance of Payments Program Certificate (DFARS 252.225-7000) must be completed and submitted with the quote; this provision is included in attachment #1 of this solicitation.
Delivery: F.O.B Destination to U.S. Air Force Academy, CO 80840.
Any applicable shipping costs must be factored into the unit price(s) of the line item(s). Do not include a separate line item for shipping charges.
Inspection/Acceptance: The Government will inspect and accept supplies at the Government’s location, U.S. Air Force Academy, CO 80840. Payment on invoices cannot be made until the Government has received and accepted the supplies/deliverables on each CLIN.
II. SOLICITATION INSTRUCTIONS
1. In all instances throughout this solicitation, to include the applicable provisions and clauses, any use of the word "proposal" should be understood as "quote". All instances of the word "offeror" should be understood as "quoter". All instances of the word "award" should be understood as "purchase order".
2. The provision at FAR 52.212-1, Instructions to Offerors—Commercial (Mar 2020), and the addendum listed below applies to this acquisition.
ADDENDA TO FAR 52.212-1:
a. Submission of quotes. FAR 52.212-1(b) is amended to include the following:
(1) Submit signed and dated quotes via e-mail:

If a quote is submitted via fax or mailing address, notification must be provided to the email and/or phone number above so that it can be collected.
(2) Quotes must be submitted by 13 August 2020, 2:00 p.m. Mountain Daylight Time.
b. Late submissions. FAR 52.212-1(f) is amended as follows:
(1) Offerors are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 2:00 p.m., local time, for the designated Government office on the date that quotations are due.
(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before award is made and the contracting officer determines that accepting the late quotation would not unduly delay the acquisition.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
c. Formal communications. Requests for clarification and information concerning the solicitation must be provided in writing no later than 3 days prior to the closing date. Answers will be compiled and posted electronically to beta.sam.gov. Questions may be emailed to both points of contact listed above in section II, paragraph 2a. All correspondence should reference the solicitation number.

d. Quotation preparation instructions:
(1) General Instructions. The quoter shall submit their quote on company letterhead to include the following: solicitation number, contact name, address, e-mail, and telephone number of the quoter, CAGE code, DUNS number, size of business, payment terms, and warranty information. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote.
(2) Specific Instructions. Quotes shall consist of three parts, as identified below.
(a) PRICE QUOTATION. Submit the price quote in accordance with the line item structure listed in this solicitation. Price quotes must be firm-fixed price. Price quotes must include unit prices and extended amounts for each line item (i.e., multiply the unit price and quantity for each line item). Include the total price (i.e., sum of all extended amounts) in the price quote. Include delivery terms and schedule, any discounts, and payment terms with the price quote. Due to the type of funding used in this acquisition, payment terms must be Net-D (i.e., Net 30). Payments on invoices cannot be made until the Government has received and accepted the supplies. All shipping costs must be incorporated into the unit price; quoter shall not list the prices separately. Delivery terms shall be FOB destination.
(b) TECHNICAL INFORMATION. In order for products to be considered by the Government, they must meet the salient physical, functional, or performance characteristics specified in this solicitation. Include products’ descriptive literature, such as illustrations, specification sheets, or product brochures that clearly identify that the product meets the Government’s requirements. Clearly identify brand name and model number.
(a) CONTRACT DOCUMENTATION.
(i) Quoters are required to be registered in the System of Award Management
(SAM) (https://www.beta.sam.gov) at the time the quotation is submitted in order to comply with the annual representations and certifications requirements and FAR 4.1102.
(ii) Quotes must include a completed copy of the following provisions that require fill-in text.
• FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (Mar 2020). The Quoter shall complete only paragraph (b) of this provision if the Quoter has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. The Quoter shall complete paragraphs (c) through (u) of this provision (as applicable) if information listed in the electronic representations and certification in the System for Award Management (SAM) is not current or accurate at the time of submitting the quote. A full-text copy of this provision can be obtained by e-mailing the point of contact listed under http://www.sam.gov/ the addendum to FAR 52.212-1, “submission of quotes”. Note: If the representations and certifications currently posted electronically in SAM are accurate, complete, and applicable to this solicitation, the vendor should include a statement as such with their quote.
• Quotes must include a completed copy of the following provision that requires fill-in-text: DFARS 252.225-7000, Buy American- Balance of Payments Program Certificate – Basic (Nov 2014) (See Attachment 1)
(iii) Warranty documentation
(iv) If applicable, a copy of the vendor’s GSA Schedule terms and conditions with expiration date and indication if each item is on the vendor’s GSA schedule or an “open market” item
(v) If applicable, provide a written statement that the quote incorporates all amendments to the solicitation.
3. The provision at FAR 52.212-2, Evaluation—Commercial Items (Oct 2014), and the addenda listed below applies to this acquisition. The evaluation factors to be included in paragraph (a) of this provision are, Price and Technical Information.
ADDENDUM TO FAR 52.212-2:
BASIS FOR OFFER. This is a competitive acquisition in accordance with FAR part 12 & 13 in which the Government will submit an offer in the form of a delivery order to the responsible, technically acceptable offeror with the lowest evaluated price whose quote meets all solicitation requirements.
Tradeoffs will not be made and no additional credit will be given for exceeding acceptability. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Quotes will be evaluated as described below.
Initially the government will review all quotes to determine if each timely received quote meets the requirements of the RFQ. Failure to meet the requirements may, at the Government’s sole discretion, result in the quote being determined unacceptable, being ineligible for award and eliminated at this point from the competition and further consideration. The Government may choose to waive or correct any discrepancies in quotes via informal methods (i.e. e-mails, phone calls, etc.).
(1) Solicitation Requirements. Initially the government will review all quotes to determine if each timely received quote meets the requirements of the RFQ. Quotes that are incomplete or missing information may, at the Government’s sole discretion, be considered non-responsive and result in the quote being determined unacceptable, being ineligible for award, and eliminated at this point from the competition and further consideration. The Government may choose to waive or correct any discrepancies in quotes via informal methods (i.e. e-mails, phone calls, etc.).
(2) Price Evaluation. Next, the government will rank all quotes that have adhered to the solicitation requirements by price (from lowest to highest total evaluated price). The total evaluated price will be determined by adding together the extended amounts quoted for each line item. The extended amounts will be confirmed by multiplying each line item quantity by the quoted unit price. If there is a conflict between the quoted unit prices and extended amounts, the unit price shall be used to determine the total evaluated price. Any discounts identified in the quote will be included in the evaluation of the total evaluated price. No advantage will accrue to a vendor who submits a quote for an unreasonably low price. The lowest price quote may not necessarily be selected.
Failure to propose for any line item may cause the vendor’s quote to be considered non-responsive and excluded from the evaluation. The price evaluation will document the reasonableness of the quoted price.
(3) Technical Evaluation Information. The lowest priced quote will then be evaluated for technical acceptability to determine if the proposed product meets the salient characteristics identified in this solicitation. The technical information will be evaluated on an acceptable/unacceptable basis, as described below. If the lowest price quote is deemed acceptable, past performance will be reviewed and no other quotes will be evaluated at this time. If the lowest priced quote is deemed technically unacceptable, the next lowest priced quote will be evaluated. This process will continue until a technically acceptable quoter has been identified. If there are no technically acceptable quotes, the Government may re-define the requirement. The quote submitted must provide a product that meets all of the following characteristics listed below or will be deemed unacceptable.
Technical Acceptable/ Unacceptable Rating Description Acceptable Quoter’s technical approach provides a product that meets the following:
1) Must support 5-axis milling
- Tilting rotary table
- 4th and 5th axis drives/wiring
2) Can handle parts up to 16” x 12” x 10”
3) 6000 RPM (or greater) spindle speed
4) Automated tool changer (10 or more tools)
5) Automated probing system for part setup and alignment
6) Automated coolant mixing and refill
7) Rigid tapping to enable complicated programming and/or special cutting tools
8) External shelf and tool holder
9) Includes a part holding chuck so parts can be held on the rotary table and do not need to be fixed or bolted to the table
10) Operates on 220V input
11) Includes installation/delivery
12) Able to provide routine maintenance package (general checkout).
(4) Past Performance. Past performance will be reviewed upon the selection of apparent awardee and in accordance with DFARS 252.213-7000, Notice to Prospective Suppliers on Use of Supplier
Performance Risk System in Past Performance Evaluations (Sep 2019) utilizing information obtained from sources available to the Government, to include, but not limited to: the Past Performance Information Retrieval System (www.PPIRS.gov) and the System for Award Management (www.beta.sam.gov) to ensure quoter is not debarred, suspended or otherwise ineligible to receive an award and has no derogatory information in PPIRS, SAM or other Government Source. A quoter will not be evaluated favorably or unfavorably if they do not have a record of past performance in SPRS under the PSC of the items being purchased. A quoter may pass the past performance evaluation if there are no negative records, derogatory statements, or tax liabilities listed for the quoter that would preclude them from award of a government contract.
If there is any debarred, suspended or other negative past performance information found to which the quoter has previously had the opportunity to respond, the quoter will be deemed ineligible for award and will be removed from further consideration. In this instance the process will then continue in order with the next lowest price.
(5) Best Value Decision. The contracting officer shall evaluate quotes considering technical information, price, and past performance information. The contracting officer will submit an offer to the quoter whose quote represents the best value to the Government. A quote that passes both the technical evaluation and the past performance evaluation and represents the lowest price technically acceptable will be considered a quote that represents the best value to the Government.
4. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Oct 2018), and the addenda listed below applies to this acquisition.
ADDENDUM TO FAR 52.212-4(c):
Text in paragraph (c) is deleted and replaced with the following:
(c) Changes. Changes in terms and conditions of this contract may be made only by written agreement of the parties with the exception of certain changes such as administrative changes including changes in paying office, appropriation data, etc. authorized by the Federal Acquisition Regulation and its supplements that may be made unilaterally by the Contracting Officer (for a complete list of changes that may be made unilaterally, see FAR 43.103(b)).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
