(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and Subpart 13.5. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is NSFDACS17Q0018 and this solicitation is issued as a request for quotation (RFQ).
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93.
(iv) This acquisition is unrestricted and the associated NAICS code is 518210 “Data Processing, Hosting and Related Services.”
(v) Contract Line Items (CLINS) are as follows:

(vi) Please see the attached statement of work (SOW) for a detailed description of the requirement.
(vii) The place of delivery is the National Science Foundation, 4201 Wilson Boulevard, Arlington, VA 22230. Delivery shall be immediately after issuance of the order.
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition with no addenda.
(ix) The provision at 52.212-2, Evaluation—Commercial Items, is not utilized for this acquisition. In accordance with FAR 13.106-1, the evaluation factors for this acquisition are:
1.) Technical capability to meet the requirements in the statement of work;
2.) Security Compliance;
3.) Past performance; and 4.) Price.
Technical capability submissions shall describe the offerors ability to meet the requirements in the statement of work and shall not exceed 4 pages in length. The security compliance section shall not exceed 4 pages and describe how the offeror will comply with the security objectives in the statement of work. Past performance submissions shall include, at maximum, three recent and relevant projects completed and shall not exceed one page in length. The past performance submission shall also include the contact information for the client or customer of the project. The price submission shall include a fixed price for the base and all option years, by year.
(x) If the offeror has not completed the online representations and certifications at www.sam.gov, the offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer.
(xi) The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition with no addenda.
(xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition.

(xiii) There are no additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition.
(xiv) This is not a Defense Priorities and Allocations System (DPAS) rated acquisition.
