(Completion-type)
C.1 Title of Project
BWR ATWS-I Rod Bundle Tests
C.2 Introduction
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform BWR ATWS-I Rod Bundle Tests as defined in this SOW, except for those items specified as Government-furnished property and services. The contractor shall perform to the standards in this contract.
C.3 Background
The U.S. Nuclear Regulatory Commission (NRC) system thermal-hydraulic code TRACE (TRAC RELAP Advanced Computational Engine) is being used to provide confirmatory analysis capability for operating pressurized and boiling-water reactors as well as the next generation of evolutionary light-water reactor designs. NRC has sponsored many experiments to obtain high-quality data to assess the TRACE code. The Rod Bundle Heat Transfer (RBHT) test facility at the Pennsylvania State University, for example, has been important in generating data relevant to core reflood following a hypothetical loss-of-coolant-accident (LOCA). This data and most other sponsored research programs have been conducted at low pressure (P < 0.7 MPa) so there is a lack of high pressure data that has limited development of models and validation of TRACE for certain transient scenarios. Recent calculations to provide analysis support pertaining to license amendments for boiling water reactors (BWRs) to operate in the maximum extended load line limit analysis plus (MELLLA+) expanded operating domain has highlighted this deficiency.
MELLLA+ operation worsens the consequences of anticipated transients without SCRAM (ATWS) events compared to BWR plants operating at original licensed core power-to-flow ratios. Previous confirmatory analysis of this event for MELLLA+ BWRs concluded that there are possible sequence of events that could lead to fuel damage when large amplitude power/flow instabilities occur (i.e., ATWS-I events). These instabilities can result in a failure to rewet the fuel cladding surface allowing temperatures to exceed 2200°F.
The ATWS-I event involves very highly localized complex multi-dimensional single-phase and two-phase oscillatory flow conditions for which there is not supporting data to validate our calculations. The core can exceed the critical heat flux (CHF) during power/flow oscillations like that of rapid reflooding of a partially uncovered core following loop seal clearance in a PWR.
The low post-CHF heat transfer will result in high cladding temperatures. Models in TRACE and most other thermal-hydraulic codes are largely based on low pressure data and that are extrapolated to high pressure conditions. Because of the oscillatory behavior and the need to explicitly define flow and heat transfer, the uncertainty in these simulations is high and difficult to quantify.
These high uncertainties in our TRACE assessments have complicated the reviews of the MELLLA+ license amendment applications. Therefore, a new series of tests are proposed at a
- 12 -facility capable of producing high pressure forced and natural circulation flow under conditions similar to an ATWS-I event.
C.4 Objective
The primary objective for this work is to:
(1) Develop a database of experimental information suitable for assessment of TRACE and evaluation of reactor core thermal-hydraulic models applied during simulation of an ATWS-I event.
(2) Identify the thermal-hydraulic conditions when a failure to rewet during an instability event (and the related temperature excursion) is likely to occur.
(3) Provide documentation and information on the test facility and experiments so that they can be modeled and simulated with TRACE.
C.5 Type of Contract Contemplated
The contract type contemplated for this requirement is: Time and Materials Labor-Hour contract.
C.6 Scope of Work
The purpose of this scope of work is to define requirements for (1) modification of the current test facility to accommodate NRC specific functional operational requirements (FOR) as stated in the Statement of Work, (2) conducting the series of tests needed to simulate various important aspects of ATWS-I event, and (3) providing facility information and support needed to development an independent TRACE models for pre- and post-test predictions and assess the benchmark results.
C.7 Work Requirements
The contractor shall perform the tasks for development of the BWR ATWS-I Rod Bundle Tests as listed below.
C.7.1 Specific Tasks
7.1.1 Task 1: Test Bundle Design and Fabrication
The contractor shall build a full-scaleheater rod test bundle with the hardware and instrumentation necessary to represent a modern 10x10 BWR assembly. The test bundles shall be a generic design approved by the NRC.
7.1.2 The contractor shall provide spacer grids, which must have a non-proprietary design, and the bundle is to have a bottom-skewed power shape. The contractor shall include part length and water rods as practicable and representative of modern, deployed fuel designs.
7.1.3 The contractor shall install the constructed test bundle in the facility loop.
7.1.4 The contractor shall provide technical support and facility information needed in developing the specifications for the TRACE model.
- 13 -
7.2.1 Task 2: Shake-down and Steady-State Characterization Tests
7.2.2 The contractor shall test the bundle at various steady state conditions as defined by the NRC’s specific FOR’s as stated in this Statement of Work. The contractor shall perform transient tests to confirm the instrumentation is providing verifiable results that can be validated by the NRC COR. The contractor shall propose a series of tests to confirm that the facility meets the FORs and encompass thermal-hydraulic conditions of interest.
7.2.3 The NRC shall propose additional shake-down tests based on the TRACE calculations.
7.3.1 Task 3: Thermal-hydraulic Tests without Neutronic Feedback.
7.3.2 The contractor shall perform a series of test as proposed by the NRC COR for up to
25 tests that simulate thermal-hydraulics with instabilities where the instability is driven by the bundle power (without feedback).
7.3.4 The contractor shall increase the bundle power (as practicable) for given boundary conditions (i.e. level and subcooling) until instability is observed. Pure thermal-hydraulic instability conditions are to persist in the experiment if possible and practical up to the point of a failure to rewet. The major purpose of these tests is to determine the power threshold for instability and the range of transient instability points which characterize conditions resulting in a failure to rewet. The contractor shall have in place protective measures to be adopted in the form to ensure that the heater assembly is not damaged by the instability test.
7.4.1 Task 4: Thermal-hydraulic Tests with Simulated Neutronic Feedback
7.4.2 The contractor shall perform a second series of tests also proposed the NRC for up to
15 tests that simulate the thermal hydraulics of stabilities with simulated Neutronic feedback included.
7.4.3 The contractor shall simulate repeat the increased bundle power tests (as practicable) for given boundary conditions (i.e., level and subcooling) until instability is observed with simulated feedback. Thermal-hydraulic instability conditions are to persist in the experiment, if possible up to the point of a failure to rewet. The contractor shall have in place protective measures to be adopted in the form to ensure that the heater assembly is not damaged by the instability test.
7.4.4 The contractor shall document simulated range of void reactivity coefficient, fuel thermal time constant, modal eigenvalue separation, pressure, subcooling, and water level. Test conditions shall be proposed such that several tests result in failure to rewet.
7.5.1 Task 5. Draft and Final Report
- 14 -
7.5.2 The contractor shall submit an initial draft findings report to clarify any findings. Upon, approval of the draft report by the NRC COR the contractor shall then provide final technical support to and present results to NRC staff via teleconference.
C.7.2 Contractor Skill Requirements
This project requires a densely instrumented rod bundle test section with pressurized steam supply and data acquisition system. To be able to heat the test rods to realistic temperatures, the power supply for this facility is required to have adequate capacity. The test section is to simulate the thermal-hydraulic conditions in a BWR core and downcomer in an ATWS event. In addition, the project requires computer capabilities for data acquisition and support to perform TRACE model development and code validations. STANDARD DEFINITIONS & ACRONYMS
DEFINITIONS AND ACRONYMS:
DEFINITIONS:
Definitions should be carefully considered by the Government. Explain any special terms or phrases used in the SOW.
CONTRACT SPECIALIST. A person who assists the contracting officer with day-to-day procurement functions. At the NRC, this person handles preaward, postaward and close-out activities.
CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
CONTRACTING OFFICER (CO). A person with delegated authority to enter into, administer, and terminate Government contracts. Note: This is the only individual who can legally bind the Government.
CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the Government delegated by the CO to administer the contract. Such appointment shall be in writing (i.e., Delegation and Appointment Memorandum) and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
DELIVERABLE. Something required by the Government under the contract to be produced or achieved by the contractor.
GOVERNMENT PROPERTY. All property owned or leased to the Government or acquired by the contractor under the terms of the contract where the Government retails title (i.e., contractor-acquired equipment).
KEY PERSONNEL. Contractor personnel expected to play a key role in the performance and success of the contract. Key personnel are generally evaluated as part of the Source Evaluation Panel (SEP) proposal review process. Key Personnel are listed in the SOW.
NONPERSONAL SERVICES CONTRACT. A contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
PERSONAL SERVICE CONTRACT. Is characterized by the employer-employee relationship it creates between the Government and the contractor’s personnel. The Government is normally required to obtain its employees by direct hire under competitive appointment or other procedures required by the civil service laws. Obtaining personal services by contract, rather
- 20 -than by direct hire, circumvents those laws unless Congress has specifically authorized acquisition of the services by contract.
PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
SUBCONTRACTOR. One that enters into a contract with a prime contractor in performance of the Government contract. However, the Government does not have privity of contract with the subcontractor and therefore does not directly interact with the subcontractor(s).
WORK DAY. Hours of Operation. The number of normal hours per day that the contractor will provide services in accordance with the contract.
WORK WEEK. Monday through Friday, unless otherwise specified in the contract.
