INTENT TO SOLE SOURCE - Notice ID RIIA-20-00116: Panjiva Subscription

In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Office of Intelligence and Analysis (I&A) hereby issues this notice of intent to award a sole source procurement. DHS-OPO intends to solicit and award a sole source Purchase Order to S&P Global, Inc., located at 55 Water Street, New York, NY 10041-3205 for Panjiva online subscription.

DHS-OPO intends to procure this requirement in accordance with the procedures of FAR Part 12- Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with FAR Part 13.106-1(b) Soliciting from a single source. This requirement will result in a firm-fixed price Purchase Order. The period of performance is for one (1) 12-month period.

The DHS-I&A, Economic Security Mission Center (ESMC) provides intelligence to drive decisions and define the Department’s intelligence equities in the economic security space; provide intelligence on threats to U.S. economic competitiveness, including intellectual property theft, supply chain threats, and illicit trade; and informs foreign engagement, policy discussions, and other economic security decisions for federal, state, local, tribal, territorial, and private-sector partners.

The DHS, ESMC, has a requirement for subscription to a comprehensive trade data for a more strategic-level view of global trade. The Panjiva subscription will aid the ESMC teams to conduct open source analysis on global trade to provide senior policymakers with critical intelligence products to assist in their decision making; In addition, the subscription will allow analysts to examine trends in a more detailed manner, reviewing data on specific shipments to improve analysis on various issues. This data will provide information on the specific companies engaged in selling, shipping, and importing goods. Additionally, Panjiva provides analytics, webinars, and daily reports that contain critical information for developing leads for intelligence production.

This notice of intent is NOT a request for competitive proposals or quotations; however, all responsible sources may identify their interest and capability to meet this requirement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.
