INTENT TO SOLE SOURCE - Notice ID RIIA-20-00115: GRS Subscription
In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Office of Intelligence and Analysis (I&A) hereby issues this notice of intent to award a sole source procurement. DHS-OPO intends to solicit and award a sole source Task Order (TO) to Dun & Bradstreet, Inc. located at 11710 Plaza America Dr, Suite 900, Reston, VA 20190-4768 for subscription to D&B Global Resource Solution (GRS) for government.
DHS-OPO intends to negotiate this requirement under the Multiple-Award Schedule Program, 41 U.S.C. 152(3), and 40 U.S.C. 501. Sole source determination is made in accordance with FAR 8.405-6(a)(1)(i)(B). This requirement will result in a firm-fixed price Task Order. The period of performance is for one (1) 12-month period.
The DHS-I&A, Economic Security Mission Center (ESMC) provides intelligence to drive decisions and define the Department’s intelligence equities in the economic security space; provide intelligence on threats to U.S. economic competitiveness, including intellectual property theft, supply chain threats, and illicit trade; and informs foreign engagement, policy discussions, and other economic security decisions for federal, state, local, tribal, territorial, and private-sector partners.
In order to conduct deep-dive research on linkages between various companies and individuals;
the DHS ESMC teams has a need for subscription to a comprehensive global business data and analytics insights source such as the D&B Global Resource Solution (GRS) for government. GRS for government provides access to over 50 fields of data on over 330 million global private and public businesses, daily updates to information on over 100 million decision-making executives and employees across the globe, and information on all direct and indirect subsidiaries of complete global family trees. This service would further be especially useful for the DHS Committee on Foreign Investment in the United States (CFIUS) - related work and lead identification working more closely with various partners.
