In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Office of Intelligence and Analysis (I&A) hereby issues this notice of intent to award a sole source procurement. DHS OPO intends to award a Purchase Order to SITE Intelligence Group (dba IG, LLC) 4938 Hampden Ln Ste. 156, Bethesda, MD 20814 for SITE Subscription Services.

This Notice of Intent to Sole Source is issued for the purpose of notifying industry of the Department of Homeland Security’s (DHS) intent to award a sole source Purchase Order under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source and (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements due to exclusive licensing agreements. SITE Subscription Services is needed in combatting terrorism, protecting people and assets, and preventing online radicalization. SITE provides the primary source releases of statements, manuals, audio recordings and video released by extremist individuals and groups. The intelligence products created by SITE can only be purchased through SITE. The acquisition procedure will be in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The anticipated period of performance for this effort will be for one 12-month base period and two 12-month option periods.

This is a notice of the intent to award a sole source purchase order. It is published for informational purposes only and not a request for competitive quotations. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated. However, any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis.

This is NOT a request for quotations.

A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

All responsible sources that feel they should be considered qualified to provide the foregoing services may submit their interest and capabilities to this notice by 10:00AM (EST) on September 25, 2021 to Contract Specialist, Brenda Jackson-Pryor at brenda.jackson-pryor@hq.dhs.gov and Contracting Officer, Tanya M.
