About this file
This is a presolicitation synopsis from the National Institute of Child Health and Human Development (NICHD) for a non-competitive contract to upgrade a BD FACSymphony S6 cell sorter. The solicitation seeks to add a UV laser to the Flow Cytometry Center's existing instrument, which currently has four lasers but is limited in its ability to simultaneously analyze multiple fluorescent markers. The contract will be awarded to Becton, Dickinson and Company without full and open competition, classified under NAICS code 334516, and is not expected to exceed the simplified acquisition threshold of $250,000.
Responses to the synopsis are due by September 4, 2025 at 9:00 AM Eastern time and must be submitted electronically to the Contracting Officer. Interested parties must provide a technical proposal, cost-price proposal, period of performance, Unique Entity ID, Taxpayer Identification Number, business size certification, and have an active System for Award Management (SAM) registration. The upgrade is critical for expanding research capabilities at the National Institute of Environmental Health Sciences by enabling the use of additional fluorochromes excited by UV light, which will enhance the quality and efficiency of ongoing research.

GENERAL INFORMATION
1. Title: BD UV Laser Upgrade FACSymphony
2. Background Information: The Flow Cytometry Center (FCC) is a core facility supporting over
160 researchers within the National Institute of Environmental Health Sciences (NIEHS). The
FCC provides access to advanced flow cytometry techniques, allowing investigators to analyze cells at the single-cell level.
Currently, the FCC operates a BD FACSymphony S6 cell sorter that is equipped with four lasers. However, the limited number of lasers restricts the number of fluorescent markers that can be used simultaneously. This constraint hinders the ability of researchers to fully utilize modern multi-parameter flow cytometry technologies, potentially delaying scientific progress.
To meet the growing and evolving research needs of NIEHS investigators, it is critical to upgrade the BD FACSymphony S6 to include a UV laser. This upgrade will significantly expand our current sorting capabilities by enabling the use of additional fluorochromes that are excited by UV light. These capabilities are essential for more complex experimental designs and will enhance the quality and efficiency of ongoing research.
