Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about April 15th, 2022, to Arjo Inc.
The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of Arjo Inc patient mobility lifts for the James H. Quillen Veterans Affairs Medical Center. The patient mobility lifts will be utilized by medical professionals in accordance with standards established by the Safe Patient Handling and Mobility Program. The patient mobility lifts will reduce the risk of patient injury due to manual lifting, improve patient comfort and improve the efficiency of work performed through patient and staff injury prevention measures.
Additionally, the patient mobility lifts will mitigate unnecessary costs associated with training and ensure continuity of care provided to veteran patients. These patient mobility lifts will provide a much needed support and patient mobility capabilities to the James H. Quillen Veterans Affairs Medical Center. Contractor will be responsible for the delivery of the patient mobility lifts to the James H. Quillen Veterans Affairs Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to Arjo Inc since the brand of patient mobility lifts is most compatible with the current layout of the facility. The patient mobility lifts previously obtained from Arjo Inc has provided the facility with the capacity to sufficiently support a diverse population of veteran patients in a clinical environment. As a result, any contractor other than Arjo Inc that would provide a patient mobility lifts to the facility would unintentionally cause a delay in support and mobility activities. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 339112 with the size standard of 1,000. The applicable Product Service Code is 6515. This notice of intent is not a request for proposals or quotes. However, all responsible Veteran-Owned Small Businesses and Service- Disabled Veteran Owned Small Businesses may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar patient mobility lifts are available that will provide comparable support and mobility activities for the facility. If said OFFER and technical capabilities/narrative is received within four calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
