Subject: SPECIAL NOTICE 36C24922Q0096
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about December 30, 2021 to Azenta US, Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of a BioStore III Cryo Storage System 1500 for the James H.
Quillen Veterans Administration Medical Center. The intended purpose of the cryo storage system is to serve as an intelligent cold storage system for the research biorepository. Moreover, the cryo storage system will provide ample storage of blood samples that are collected during VA funded clinical research that is currently underway at the facility. The storage system is capable of providing a robust 20 day temperature stability in the case of energy or LN2 loss, protection of targeted and non-targeted samples from undesired warming during sample retrieval and quality assurance through editable audit reports.
This BioStore III Cryo Storage System will provide much needed support for clinical research efforts at the James H. Quillen Veterans Administration Medical Center. Contractor will be responsible for the delivery of the cryo storage system to the James H. Quillen Veterans Administration Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to Azenta US, Inc since the brand of cryo storage system is most suitable for clinical research, sample collection and storage activities at local VA medical facilities. The cryo storage system recommended by the Veterans Administration Office of Research and Development is capable of supporting additional clinical research efforts currently being considered by lead scientists within the medical network. As a result, any contractor other than Azenta US, Inc that would provide a cryo storage system to the facility would unintentionally cause a delay in the collection and storage of blood samples. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 334519 with the size standard of 1,250. The applicable Product Service Code is 6640. This notice of intent is not a request for proposals or quotes. However, all responsible service-disabled veteran owned small business sources and veteran owned small business sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar cryo storage system is available that will provide comparable temperature stability for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
