Subject: SPECIAL NOTICE 36C24921Q0640

Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about September 23rd, 2021 to Pronk Technologies, Inc. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of a portable pack with a multi-parameter simulator, safety analyzer, NIBP analyzer, SPO2 analyzer and IV pump analyzers for the James H. Quillen Veterans Administration Medical Center. These analyzers connect to a portable backpack and tablet to provide routine and emergency maintenance to medical equipment throughout the facility. Additionally, these analyzers will provide real time data to maintenance professionals during the evaluation of medical equipment as part of an integrative repair strategy. The data gathered during the evaluation and maintenance stages will be shared with maintenance staff for preservation activities in the future. These analyzers will provide a much needed repair system within the James H. Quillen Veterans Administration Medical Center that will aid in the preservation of medical equipment that is necessary in providing congressionally mandated standards of care long-term health of veteran patients. Contractor will be responsible for the delivery of the required analyzers to James H. Quillen Veterans Administration Medical Center in a timely manner.

NCO 9 intends to non-competitively award this requirement to Pronk Technologies, Inc since the brand of analyzers is most compatible with the current technological infrastructure utilized at local VA facilities. The required analyzers previously obtained from Pronk Technologies, Inc has provided the facility with the capacity to accurately repair medical equipment in a timely and secure fashion. As a result, any contractor other than Pronk Technologies, Inc that would provide the required analyzers to the facility would unintentionally cause a delay in facility repair activities. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 334515 with the size standard of 750. The applicable Product Service Code is 6625. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that similar analyzers are available that will provide comparable evaluation and repair capabilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
