Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about July 21st, 2021 to Hologic, Inc.
The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of a molecular analyzing system for patients seen at the James H. Quillen Veterans Affairs Medical Center. The molecular analyzer can detect the presence of mycoplasma genitalium, trichomonas vaginalis, bacterial vaginosis, herpes simplex virus, human papillomavirus, zika virus, human immunodeficiency virus, and SARS-CoV-2. These tests are frequently requested by veteran patients that are seen in the facility in routine and emergency circumstances.
Additionally, the molecular analyzer will enable medical professionals to rapidly analyze samples from the human body and provide detailed reports that can be used to inform treatment plans. Lastly, the small footprint gives laboratories the ability to run more tests per square foot and prevents liquid waste from being nonhazardous when being discarded by laboratory technicians. This molecular analyzing system will provide a much needed additional testing system within the James H. Quillen Veterans Affairs Medical Center that will aid in the accurate detection and diagnosis of medical conditions that impact the long-term health of veteran patients that reside within and close to the Mountain Home area. Contractor will be responsible for the delivery of the molecular analyzing system to the James H.
Quillen Veterans Affairs Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to Hologic, Inc since the brand of molecular analyzing system is most compatible with the current network of molecular analyzing system utilized at local VA facilities. The molecular analyzing system previously obtained from Hologic, Inc has provided the facility with the capacity to test samples in an environment where rapid results are needed to accurately diagnose and treat patients in routine and emergency circumstances. As a result, any contractor other than Hologic, Inc that would provide a molecular analyzing system to the facility would unintentionally cause a delay in testing services. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 334516 with the size standard of 1,000. The applicable Product Service Code is 6640. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar molecular analyzing system is available that will provide comparable testing capabilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
