Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about June 29th, 2021 to Covidien Sales LLC. The period of performance will be for sixty calendar days after issuance of the notice to proceed.

This requirement includes the purchase of a fluoroscopic navigation technology device that provides guidance to physicians while conducting biopsies for patients at the James H. Quillen VA Medical Center.

The navigation device is designed to offer accurate positional data to physicians during the pulmonary biopsy process to improve patient health outcomes during invasive procedures. Additionally, physicians will be able to access lung nodules outside of the airway via a transbronchial access tool to determine if those nodules are currently impacted by any existing medical conditions. The sensor coil located in the catheter tip in the navigation tool continuously emits a signal that can be detected in the patient following the removal of the sensor to ensure biopsies are completed in a timely fashion. This navigation device will provide a much-needed system within the James H. Quillen Veterans Affairs Medical Center that will aid in the accurate detection of medical conditions that adversely affect pulmonary capabilities in veteran patients. Contractor will be responsible for the delivery of the navigation device to the James H. Quillen Veterans Affairs Medical Center in a timely manner.

NCO 9 intends to non-competitively award this requirement to Covidien Sales LLC since the brand of navigation device is most capable of providing comparable biopsy services to veteran patients who are currently being referred to providers outside of the local VA facility. The absence of a capable fluoroscopic navigation device has unintentionally created a gap in medical services that should be provided to patients who seek care in routine and emergency circumstances. As a result, any contractor other than Covidien Sales LLC that would provide a fluoroscopic navigation device to the facility would unintentionally cause a delay in pulmonary biopsy procedures. Unnecessary delays cannot be endured.

The North American Industry Classification System (NAICS) code for this requirement is 339113 with the size standard of 750. The applicable Product Service Code is 6515. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar navigation device is available that will provide sufficient fluoroscopic navigation capabilities for the facility. If said OFFER and technical capabilities/narrative is received within five calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
