Subject: SPECIAL NOTICE 36C24921Q0378
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about June 22nd, 2021 to I3 Federal, LLC. The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of M48 medical carts that provides support to the nursing service inside the James H. Quillen Veterans Affairs Medical Center. The medical carts will provide point-of-care computing in healthcare by providing professionals with superior ergonomic capabilities and enhanced storage flexibility. Additionally, the medical carts provide medication that are configurable to assist hospital workflow and medication administration through bedside documentation, accurate medication distribution and computerized physician order entry. These medical carts can be utilized in intensive care units, emergency departments, outpatient areas, operating rooms and patient registration areas. The requested medical carts will provide much needed assistance to each department within the James H. Quillen Veterans Affairs Medical Center that provides vital medication to veteran patients who are being treated for a myriad of medical conditions in routine and urgent circumstances. Contractor will be responsible for the delivery of the medical carts to the James H.
Quillen Veterans Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to I3 Federal, LLC since the brand of medication carts is most compatible with current network of medication carts that are being utilized throughout the facility. The medication carts previously obtained from I3 Federal, LLC have provided the facility with the capacity to accurately dispense medication to veteran patients with minimal delays. As a result, any contractor other than I3 Federal, LLC that would provide medication carts to the facility would unintentionally cause a delay in medication dispersal. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 339113 with the size standard of 750. The applicable Product Service Code is 6515. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar medication cart is available that will provide comparable medication distribution capabilities for the facility. If said OFFER and technical capabilities/narrative is received within seven calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
