Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about January 10, 2022, to Wolseley Industrial-Kingsport. The period of performance will be for sixty calendar days after issuance of the notice to proceed.
This requirement includes the purchase of two semi-instantaneous steam water heaters; the semi-instantaneous hot water heaters will be factory assembled and packaged. The heaters shall be fabricated in accordance with ASME code and stamped for 150 psi working pressure. The packaged water heater will be constructed with a Stainless-steel tank and Stainless-steel threaded openings. The heaters will be mounted on a steel support skid and will have lifting lugs. Heaters will be insulated with 3" fiberglass protected by an enameled metal jacket, 20-gauge thickness. Standard Specifications must meet or exceed: 1—incoming steam strainer 2. Electric operated temperature regulators 3. Main and auxiliary float and thermostatic steam traps 4. Double-wall, copper tubes, copper-lined tank side/steel head side tube sheet and cast-iron steam chamber. 5. Intra tank circulator 6. ASME pressure- temperature relief valve 7. Water pressure gauge and steam pressure gauge 8. Solid-State Control module that includes the following functions with individual pilot lights: On-off switch, remote start-stop, alarm horn with alarm silence button, power on, primary high limit, and secondary high limit. Module will have built-in PID Control signal with LED display of setpoint and operating temperature readout and contacts for BACnet and Computrol Compatible (Front -End capability). 9. Double solenoid safety system 10. Vacuum Breaker.
11a. Heater shall be rated to heat 107.5 G.P.M. of water from 40 F. to 120 F. and control the outlet within 5 degrees of the selected temperature when supplied with 60 PSIG of saturated steam to the control valve. 11b. Heater shall be rated to heat 175 G.P.M. of water from 40 F. to 125 F. and control the outlet within 5 degrees of the selected temperature when supplied with 60 PSIG of saturated steam to the control valve. 12. Heaters will be mounted vertically for patients seen at the Mountian Home VA Medical Center. The steam water heaters produce the hot water in BLDG 200 and 204, supporting hot water needs for patient care, sanitation, and improving quality of life. These steam water heaters will provide a much-needed hot water system within the Mountian Home VA Medical Center that will aid in the treatment and health of veteran patients that utilize Mountian Home VA Medical Center. Additionally, the contractor will be responsible for delivering the steam water heaters to the Mountian Home VA Medical Center in a timely manner.
NCO 9 intends to non-competitively award this requirement to Wolseley Industrial-Kingsport since the brand of steam-water heaters must be compatible with the current steam water heaters utilized at Mountian Home VA Medical Center facilities. The steam water heaters previously obtained have provided the facility with the capacity to provide hot water in routine and emergency circumstances. As a result, any contractor other than Wolseley Industrial-Kingsport that would provide steam water heaters to the facility would unintentionally cause a delay in hot water production. Unnecessary delays cannot be endured.
The North American Industry Classification System (NAICS) code for this requirement is 333318, with a size standard of
1000. The applicable Product Service Code is 4520. This notice of intent is not a request for proposals or quotes. However, all responsible service-disabled veteran owned small business sources and veteran owned small business sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar steam water heater is available that will provide comparable water heating abilities for the facility. If said OFFER and technical capabilities/narrative is received within three calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
