Notice of Intent to Issue a Single Source Contract to Obtain IQ + Credit Analytics and Ratings Direct Subscription.
This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the government’s intent to issue a single source contract to Standard & Poor’s Global Market Intelligence LLC, 55 Water ST FL 40 New York, NY 10041-0004, in accordance with FAR Subpart 13.5.
Standard and Poor is the only source capable of providing the Capital IQ + Credit Analytics and Ratings Direct Subscription as required by the Government. (Described below).
The subscription and support services shall provide an integrated solution that delivers corporate information, financial information and storage, multiple credit risk indicators and reporting.
Specifically:
1. Information shall be updated daily.
2. Detailed financial statement information on public and private companies.
3. Access to all companies in subscription database.
4. Web-based access to public and private company data, professionals and industries.
5. Access global, accurate, transparent financial data.
6. The ability to sort highly structured profiles of public and private companies, investment firms and professionals.
7. Automated and manual data quality checks.
8. Ability to retrieve public financial data directly and apply into Excel templates and spreadsheets.
9. Contains screening and targeting tools.
10. Contains snapshot views of industries as well as mergers and acquisitions, equity, and fixed income markets.
11. Contains comprehensive and updated information/data regarding the health of offshore oil and gas companies (legal, technical, safety, and financial).
12. Ability to upload and store private company data alongside public company data.
13. Contains comparisons and peer analysis.
14. Contains alert capabilities on key risk drives sourced from a variety of news sources.
15. Ability to monitor risk and other key events.
16. Ability to retrieve reports.
17. Assess probability of default percentage.
18. Assess credit scores of companies in the database.
19. Ability to assess early warning for companies in database becoming financially unsound.
20. Contains information regarding credit risks.
21. Access to Standard & Poor’s credit ratings and financial models.
The anticipated period of performance is one base year and four optional years. The place of performance is the contractor’s facility.
PLEASE NOTE:
THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of meeting the requirement may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting officer by 4:00 pm, Eastern Standard Time 29 May 2023. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
