NOTICE OF INTENT TO AWARD SOLE SOURCE
Announcement No.: 12FPC420P0155 Title: Electronic Resistivity and IP Imaging (ERI) Systems
This is NOT a request for quotes or proposals.
The Farm Production and Conservation Business Center (FPAC-BC) Operations Branch, Acquisitions Division, Section Four, hereby submits a notice of intent to award a sole source, firm fixed price, purchase order for two (2) commercial-of-the-shelf (COTS) ABEM Terrameter LS 2 Advanced 10/48 Electronic Resistivity and IP Imaging (ERI) Electronic Resistivity and IP Imaging (ERI) systems from Guidline Geo Americas, Inc., a small business. The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) National Design, Construction, and Soil Mechanics Center (NDCSMC); Fort Worth, Texas, and Civil Engineering Directorate (CED) requires this equipment to perform mission essential geologic services. The total estimated value is less than $150,000.00.
This sole source contracting action is being awarded pursuant to FAR Part 13.106-1 (C) (b) (1) (i) and a waiver from the Buy American Act is being sought pursuant to FAR Part 25.202 (2).
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the NDCSMC.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
