Notice of Intent to Award Sole Source Contract

United States Coast Guard- Surface Forces Logistics Center (USCG-SFLC), Norfolk, VA intends to award a Firm Fixed-Price Sole Source contract to Northrop Grumman- Maritime Systems, a large business, under authority of 10 U.S.C. 2304 (c)(1) and Federal Acquisition Regulation (FAR) Parts 6.302-1 & 13.106-1(b)(1)(i). This special notice of intent to award is posted to www.beta.sam.gov in accordance with (IAW) FAR Part 5.002. Purchase Order terms and conditions will be IAW FAR 52.212-4 and the applicable clauses of FAR 52.212-5. Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization) for the technical representation /troubleshooting and providing repair options/recommendations of USCGC Tampa MK39 Gyrocompass. Northrop Grumman- Maritime Systems is the Original Equipment Manufacturer (OEM) for the USCGC Tampa’s MK39 Gyrocompass. The USCG does not own nor can provide the OEM's service manuals, service bulletins, or proprietary data. The applicable NAICS code for this requirement is 336611.

This notice is published for information purposes only and is not a request for competitive quotes. This notice will not be extended or the award delayed for a vendor to submit their quote for capability determination or for registration in www.beta,sam.gov. If not previously deemed capable by USCG-SFLC's Medium Endurance Cutter Product Line (MECPL), vendors who believe they would otherwise qualify based on the aforementioned criteria are encouraged to contact SKC Damon Jones via email at damon.d.jones@uscg.mil for capability evaluation and determination toward future award considerations. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretionary authority of the Government.

A statement of work and applicable provisional FAR Clauses documents are attached to this Special Notice of Intent to Award. The closing date for this notice is 22 November 2022 at 3:00 P.M., EST. An anticipated award date is on or about 23 November 2022. Delivery date shall be coordinated with the CGC.
