THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A

CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the work of the National Institute of Diabetes, Digestive, and Kidney Disease (NIDDK), intends to award a purchase order without providing for full and open competition to Coherent, Inc. ,5100 Patrick Henry Drive, Santa Clara, CA 95054 to acquire Coherent OBIS 488 nm LX Laser Systems.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 334516 with a Size Standard 1,000.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2021-05 effective 3-10-2021. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000) and FAR Subpart 12- Acquisition of Commercial Items.

STATUTORY AUTHORITY

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6— Competition Requirements.

Place of Performance National Institutes of Health 9000 Rockville Pike Bethesda MD 20892 United States

DESCRIPTION OF REQUIREMENT

This request is to purchase a set of three 488 nm solid state diode lasers manufactured by Coherent Inc, and have warranty provided for the systems for 13 months (from date of shipment) to study the mechanism of intra-cellular spatio-temporal organization of cytological processes involving molecular pattern self-organization reactions in cell division controls.

PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS

The contractor shall provide the following:

OBIS 488nm LX 30mW LASER SYSTEM:FIBER PIGTAIL:FC; quantity of one The OBIS Laser System includes OBIS Remote with Keyswitch, Interlock, RS-232 and Modulation Inputs. OBIS Laser. System also includes 1-meter Laser-to-Remote Cable, Power Supply, USB Cable and Hardware.

Main Specifications:

Wavelength: 488 nm ±5 Output Power: 30 mW Spatial Mode: TEM00 Beam Quality (M²): #1.1 Beam Asymmetry: #1:1.1 RMS Noise: #0.2 % Peak-to-Peak Noise: #2 % Long-term Power Stability: <2 % Polarization Ratio: >100:1 Fiber Type: 3mm Mono-Coil Fiber Length: 1 m Fiber Output: (Fiber FC/APC connector output not compatible for patchcord-to-patchcord connection) FC/APC; 8° angled

OBIS 488nm LX 100mW LASER SYSTEM:FIBER PIGTAIL:FCCFI60 Plan ;

quantity of two includes OBIS Remote with Keyswitch, Interlock, RS-232 and Modulation Inputs. OBIS Laser.System also includes 1-meter Laser-to-Remote Cable, Power Supply, USB Cable and Hardware.

Main Specifications:

Wavelength: 488 nm ±5 Output Power: 100 mW Spatial Mode: TEM00 Beam Quality (M²): #1.1 Beam Asymmetry: #1:1.1 RMS Noise: #0.2 % Peak-to-Peak Noise: #2 % Long-term Power Stability: <2 % Polarization Ratio: >100:1 Fiber Type: 3mm Mono-Coil Fiber Length: 1 m Fiber Output: (Fiber FC/APC connector output not compatible for patchcord-to-patchcord connection) FC/APC; 8° angled

The lasers for our current purpose also need to satisfy the following features:

1. The laser must be Fiber pigtailed, single-mode polarization-maintaining fiber with an FC/APC connector.

2. Compact Laser must be smaller than 72.5 mm x 42 mm x 38 mm;

3. Laser Beam diameter consistency across wavelengths within the same model series;

4. Analog and Digital modulation for full power range controllable by included software system.

5. Integrated safety shutter (free space);

6. TE cooled diode.

7. M^2 < 1.1 (fiber-coupled);

8. Noise <0.2% RMS (20Hz – 20MHz); Fiber coupled

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-

NAME) DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Only one source is available: Per FAR 13.106-1(b)(1) the Contracting Officer has determined that Coherent, Inc. is the sole provider.

These lasers will be incorporated into NIDDK’s existing microscope systems, which have been developed and maintained by Lab personnel, in a sense as OEM applications. We therefore will be depending on direct availability of technical advises and service from the company that produces these lasers. Technical support from independent dealerships beyond being an intermediary for warranty services are unavailable, causing disrupted work, which we cannot afford. The types of technical support essential for the development and maintenance of our instrument is only reliably available from the manufacturer of these lasers, Coherent, Inc.

CLOSING STATEMENT

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provided feedback to respondents with respect to any information submitted. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement, unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
