This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and only one responsible source. The applicable NAICS Code is 611430. The USMC Regional Contracting Office (RCO) – Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to:

John Wiley and Sons, Inc 111 River Street Hoboken, NJ 07030-5790

The MCI-NCR RCO intends to award this requirement under the authority of FAR 13.106-1(B), Only once source reasonably avaible”. This requirement is for procurement of 360 Degree Leadership Leadership Practices Iinventory(s) (LPI(s)) Assessments and Adminastration; and LPI Executive Coach Training Program for Marine Corps University (MCU) Command and Staff College (CSC). The 360 Degree Assessment is for leadership development for future Joint, Coalition and Interagency field grade leaders.

The Executive Coach Training Program is to assist the participant with interpreting the data and develop a leadership improvement plan based upon the resulting strengths/weakness in the leadership competencies surveyed.

Award is expected to be made on or around 7 August 2020.

The anticipated contract is for a period of performance (base period plus two (2) option periods) from 07 August 2020 through 31 July 2023. This notice of intent is NOT a request for competitive quotes;

however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered;

however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Responses shall be emailed to kevin.guertin@usmc.mil no later than 04 August 2020, 12:00 p.m. Eastern Time. Late responses will not be considered.
