This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Medical Examiner System (AFMES) to procure 7500 HID Real-Time PCR instrument by Life Technologies Corporation without competition as prescribed in FAR 5.102(a)(6) and 5.203(a).
The 7500 HID Real-Time PCR instrument shall meet the following minimum characteristics with regards to the instrument:
• Optics: Must contain a CCD Camera with 5 excitation filters, 5emissions filters and a Tungsten-halogen lamp
• Shall be compatible with the following calibration dyes: SYBR™ Green I, ROX™, NED™, TAMRA™, JOE™, Texas Red™, Cy5™, VIC™, FAM™, Cy3™
• Shall contain a thermal Peltier-based thermal cycling system with a heat block that must have a temperature range of 4-100°C with a peak block rate of 2.5°C/sec and a sample rate of +1.1°C/sec.
• Shall be configured in a 96 well plate format and be forensically validated for use with 96 well plates with a reaction volume of 20-100µl.
• Shall be compatible with GeneMapper™ IDX v1.0 or higher, 7500 System Software, HID Real-Time PCR Analysis Software v1.1 or higher.
• Shall use ROX as a passive reference dye
• Shall have a sensitivity to 1 copy of Rnase P gene (Human Genomic DNA) and have a precision of 99.7% confidence between 5000 and 10000 copies.
• Shall be able to run 4 to 5 96 well plates in an 8 hr day.

• Shall include a computer workstation with flat screen monitor compatible with Windows 10, 64 bit IOT Enterprise operating system that is TPM 2.0 compliant.
• Integrated software for instrument control, data collection, quality control, and auto-analysis of sample files for quantification of samples.
• Tungsten Halogen lamp
• Voltage – 120V
• Dimensions: Width: 34 cm (13.39 in), Depth: 45 cm (17.72 in), Height: 49 cm (19.29 in)
• Peltier Based thermal cycling system configured 96 well plate format.
• Shall have a temperature uniformity of 0.50°C after 30sec and a temperature accuracy of
0.25°C between 35°C to 95°C after 3 min.

The North American Industry Classification System (NAICS) for this requirement is 334516 and Product Supply Code is 6515.
This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.
