Notice Type:
Special Notice
Synopsis:
Added: 10 November 2020
Army Contracting Command APG, Tobyhanna Division intends to award a sole source service for water quality monitoring panels located throughout Tobyhanna Army Depot water supply system. This is a Notice of intent to issue a negotiated sole source Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 541690 with a small business size standard of $16,500,000 in average annual revenue.
The Government intends to negotiate a sole source contract with:
Hach Company P.O. Box 389 Loveland, CO 80539-0389 1-970-619-5818 POC: Andrea Arseneau
The Contractor shall provide services and materials to maintain operational availability of three Hach CL17 Chlorine Analyzers at the Tobyhanna Army Depot. The Hach CL17 Chlorine Analyzers will be calibrated on a quarterly basis. This is calibrated by comparison. Calibration by comparison involves analyzing the sample stream with a reliable, accurate laboratory method then setting the analyzer to match,. Maintenance will be performed on one Hach DR3900 benchtop instrument when necessary including one start up or one calibration on site per year, factory repairs, unlimited technical support calls and software upgrades on instrument. An electronic report will be provided on the 14th day following the preventive maintenance and calibration work.
Market research to date has determined these analyzers were purchased and maintained by the Hach Company. Because of the many different parameters and types of analyzers, the vendor stated they do not recognize or authorize any other service organization to perform repair or recalibrations on these analyzers. To do so would invalidate any warranties.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement, which shall be considered by the agency. All inquiries should be sent by email to maria.t.lucarine.civ@mail.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 24 Nov 2020.
