NOTICE OF INTENT

Award Number: AID-497-TO-14-00002, USAID Program to Extend Scholarship and Training for Sustainable Impact - 3 (USAID PRESTASI-3)

Notice Type: Notice of Intent

The United State Agency for International Development in Indonesia (USAID/Indonesia) intends to award a contract modification to the Institute of International Education for an unfunded, 16-month extension of the period of performance to an existing task order (AID-497-TO-14-00002) for continued the implementation of the USAID Program to Extend Scholarship and Training for Sustainable Impact - 3 (USAID PRESTASI-3). Launching a competition at this stage of the activity would result in a duplication of costs and efforts, and unacceptable delays in fulfilling the agency’s requirements.

USAID PRESTASI-3 is a five-year activity that supports master’s degree students and Ph.D. students from Indonesia as they complete their studies in the United States and Indonesia. The original period of performance of the Task Order ends on August 31, 2019.

The unfunded time extension for continued services under the current contract will allow 30 students who have already commenced their studies to finish their post-graduate programs under the same system and with their established program managers. In addition, this extension will allow PRESTASI-3 to conclude the final stages of providing technical assistance to local government scholarship providers who will manage future scholarship programs. No future similar activity is planned by USAID/Indonesia.

The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(a)(2), which states: “full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation.” It further states in AIDAR 706.302-70(b)(5) that this authority may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.

No solicitation package will be issued. This notice of intent is not a request for competitive proposals.
