Notice of intent to solicit and negotiate with only one source under the authority of 6.302. In accordance with FAR 5.203(d), the NPS hereby allows a 30-day response time from the date this notice is posted before issuance of award for architect-engineer services. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The National Park Service, Denver Service Center, 12795 W. Alameda Pkwy, Lakewood, CO 80227 intends to solicit and negotiation a sole source requirement with Jacobs Engineering, 9191 S. Jamaica St. Englewood, CO 80112 under the FAR Authority 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to replace Park wide utilities infrastructure at Catoctin Mountain Park, Maryland.

The requirement is for architect and engineering services to complete Design Development and Construction Documents as the Pre-Design and Schematic Design have already been completed and performed by Jacobs Engineering as both the designer and engineer of record. to develop revised plans and specifications to change the piping material of the existing water line that continues to fail. As the designer and engineer of record for the existing design Jacobs Engineering has the unique capability to complete the specifications and drawings, where as another firm would be required to duplicate the entire effort, creating a substantial duplication of cost to the Government that is not expected to be recovered through competition. In addition, the utility infrastructure continues to erode costing the Government additional costs for operations, maintenance and repairs. The time it would take a new firm to assume the current design, review, and re-certify the existing design of the utility infrastructure would create unacceptable delays in fulfilling the agency’s requirements. The estimated costs are above the simplified acquisition threshold and award is expected to be completed on September 11, 2020.
