SUBJECT: Notification of Intent to issue an Invitation for International Bidding (IFIB) for Contractor
Support to Headquarter Supreme Allied Commander Transformation for a Project Management Coordinator for development of a comprehensive web-based, real-time Education, Training, Exercise and Evaluation (ETEE) System, HQ SACT, Norfolk, Virginia, U.S.A.
1. In accordance with the stipulations of the Bi-Sc Procurement Directive 60-70, Annex B, the following information is provided on an Invitation for International Bidding (IFIB) that this Headquarters has the intention to release:
IFIB Reference: ACT-SACT-11-37
Title of IFIB: Contract Support: Project Management Coordinator for development of a comprehensive web-based, real-time Education, Training, Exercise and Evaluation (ETEE) System within Joint Force Trainer.
Requirement: HQ SACT is seeking contract support to assist the project lead and investigate the capability and requirements for a comprehensive Education and Individual Training (E-IT) information systems environment for NATO. The project coordinator would identify the scope, milestones, architecture, procedures, tools, and resource cost parameters for this project. Additional duties include, but are not limited to:
Coordination of a linked, web-based, real-time information system for including the e-MTEP, eITEP, and ePRIME systems which increase transparency in NATO, Nations, and partners.
This is a multi-year project.
Coordinate with the sustainment of current ETEE initiatives and move forward with ACT, Bi-SC and MC initiatives to increase effectiveness, efficiency and affordability in ETEE for NATO and Nations.
Provide the JFT with recommendations and holistic improvements for this linked, web-based, and real-time information system project.
Provide and coordinate the briefings, point papers and other materials associated with this multi-year project.
Identify and coordinate organizational design proposals for this multi-year project with current and future Peacetime Establishment (PE) structure.
Deliverable Coordinator for this project per ACT Directive 20-3 for ACT Planning, Programming and Execution.
Perform other duties as directed by the Contracting Officer’s Technical Representative within scope of the SOW
Type of Contract: Firm Fixed Price (FFP), Level of Effort.
Period of Performance: 12 Dec 2011 – 11 Nov 2012 with the possibility of 2 option years 12 Dec 2012 – 11 Nov 2013 & 12 Dec 2013 – 11 Nov 2014.
Bidding Procedure: Sealed Bidding (Two Envelopes)
Funding:
(Estimated annual amount, $ 150,000 USD; estimated cumulative amount, $ 450,000 USD)
Classification: NATO UNCLASSIFIED
Issue Date: 25 October 2011, (target date)
Bid Closing Date: 6 DECEMBER 2011 (target date)
Eligibility: Companies which have performed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO Secret level security clearance (or National equivalent), have appropriate professional training and experience in a related field (s).
