Text version
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (in accordance with FAR Part 13.106-1(b)(1). The proposed source is Life Technologies Corporation located at 5781 Van Allen Way, Carlsbad, CA 92008. The requirement is for reagents and consumables necessary to perform molecular diagnosis of influenza virus, adenovirus, Metapneumovirus, Enterovirus, Rhinovirus, Respiratory Syncytial Virus, Mayaro, dengue, Chikungunya, and Zika virus utilizing the 7500 Fast Real-time PCR, MiSeq and MiniSeq platforms for NAMRU-6 in Lima, Peru.
This acquisition is for reagents and consumables involving PCR enzymes for reverse transcription, real-time platforms, and Illumina that are used for detection of human influenza viruses (Influenza A-matrix gene and B) and its subtypes (H3, H1pdm/SwH1N1, H1 seasonal and H5) (SOP N6-VIR-MB RV 014); sequencing full genome of influenza A using random amplification and pathogen discovery protocols in Illumina platform; detecting genetic material of Adenovirus in nasal and pharyngeal swab specimens (SOP N6-VIR-MB RV 007); detecting the genetic material of Metapneumovirus (MPV), Enterovirus, Rhinovirus and Respiratory Syncytial Virus in nasal and pharyngeal swabs specimens using a reverse transcription (N6-VIR-MB RV 006); and, amplification of the whole genome of the influenza A virus based on the amplification of full-length gene segments for SNP genotyping, gene expression analysis and genotype (N6-VIR-MB RV 001) and pathogen discovery in respiratory and serum samples collected in surveillance protocols. The items being purchased have all been validated and are compatible with the equipment in use at NAMRU-6, and will require the items purchased to be shipped following the reagent specific cold-chain requirements (dry ice, refrigeration or room temperature) in two installments. Design and validation of all laboratory procedures have been standardized with these items, since they have shown to perform up to standard.
Assays have been developed independently for each SOP followed in the laboratories, and reagents used must remain the same as the ones specified in the SOPs, otherwise, the design and validation of these processes would have to be reinitiated from zero, which would delay all processing and the timely diagnosis of public health relevant pathogens. Furthermore, the studies that require these processes have been ongoing for over 12 years, and have always used the same reagents. Changing the source of reagents would mean altering the validity of the results for surveillance studies that measure rates of disease across years, and would severely impact the capacity of NAMRU- 6 to perform these studies up to the funder's standards. All items are manufactured exclusively by Life Technologies and also distributed by Life Technologies.
