AFLCMC/HBDK intends to award a sole source contract to Global Technology Integrators (GTI) for the purchase of red and green lasers, the design and development of a Visual Warning System (VWS), and integration support of the VWS into the ERSA. GTI was identified through Market Research as a qualifying Small Business Hubzone contractor that can meet the Governments requirements.
BACKGROUND: NCR-IADS is a United States Air Force (USAF) Command and Control (C2) and US Army (USA) Integrated Air Defense System that supports the North American Aerospace Defense (NORAD) Command Battle C2 mission. The NCR-IADS mission is a 24/7, long-term, and enduring operation, requiring the capability to integrate multiple sensors and weapon systems in defense of the NCR. The NCR-IADS primary operations center, the Joint Air Defense Operation Center (JADOC) is at Joint Base Anacostia-Bolling, Washington, DC. The ERSA system provides NCR-IADS with “eyes on” video of aircraft in the NCR. The ERSA system is a collective suite of Commercial-Off-The- Shelf (COTS) Electro Optical (EO) and Infrared (IR) Sensors, connecting networks, data correlation, applications, decision support tools, and operator displays. ERSA currently uses a mix of two types of camera systems that provide variable detection, classification, and identification resolutions along with an eye-safe ground-based laser system that warns threatening aircraft flying within the NCR.
GENERAL REQUIREMENTS: This acquisition will allow the Government to purchase visual warning laser systems that meet current FDA requirements. An engineering or manufacturing design requirements specification will be concluded by the contractor, to enable the contractor to manufacture and assemble the laser system components into a single unit that will meet government requirements and specifications. The design requirements will be used by the contractor to manufacture, fabricate, or assemble components into a single visual warning system that will include housing and adhesion to an automated camera system. Additionally the contractor will be responsible for preventative and corrective maintenance services, system replacement and logistics support services.
