SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NEEA6000-20-00183
1. Agency and contracting activity.
Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO), Acquisition Eastern Division and National Environmental Satellite, Data and Information Service (NESDIS)/ Assistant Chief Information Officer-Satellites
(ACIO-S)
2. Description of services required to meet agency needs (including the estimated value).
On behalf of NOAA/NESDIS/ ACIO-S is acquiring a Principal Membership in Open Geospatial Consortium (OGC) to fulfill its mission and its functions. The NOAA National Environmental Satellite, Data and Information Service (NESDIS)/ Assistant Chief Information Officer (ACIO) mission and function is a leadership role in the NOAA-wide development of the NOAA Integrated Earth Observation and Data Management systems architecture. Fundamental to its approach in generating guidelines for the implementation of data management capabilities is the commitment to support and leverage the efforts of organizations that are developing open standards to enable and enhance data system interoperability. The Open Geospatial Consortium, Inc. (OGC) is a non-profit, international, voluntary consensus standards organization that was formed to coordinate the development of open standards for geospatial and location-based services. With this acquisition, the OGC will provide NOAA with the rights that are granted with Principal Membership. Principal Members have complete authority over the specification release and adoption process through their voting rights in the Planning Committee (PC).
3. Identification of the single source to be solicited.
Open Geospatial Consortium Inc. (OGC) 35 Main Street, Suite 5 Wayland, MA, 01778 Telephone: 508-655-5858 Website: https://www.opengeospatial.org/ Email: info@opengeospatial.org
4. Supporting rationale. Only one source is reasonably available as detailed below:
X Other - Only one source is capable
In accordance with statutory authority Federal Acquisition Regulation (FAR) 13-106-1(b)(1) NOAA proposes to acquire by other than full and open competition a Principal Membership in the Open Geospatial Consortium and the organization and execution of a Technical and Planning Committee meeting. The Open Geospatial Consortium, Inc. (OGC) is a nonprofit, international, voluntary consensus standards organization that was formed to coordinate the development of open standards for geospatial and location based services. OGC works with government organizations, private industry, and academia to create open and extensible software, application, and programming interfaces for Geographic Information Systems (GIS) and other mainstream technologies. Adopted specifications are available for the public's use at no cost.
Principal Members have complete authority over the specification release and adoption process through their voting rights in the Planning Committee (PC). It is by PC vote that OGC Specifications are approved and released by the Consortium. PC members participate in planning and management of the Consortium's technology development process, evaluate and provide guidance on market direction and Consortium focus, vote in the Technical Committee, have approval authority for OGC policies and procedures, and vote to elect members of the OGC Board of Directors.
Without this membership, NOAA will no longer be a leading contributor in the global partnership of geospatial providers. NOAA will lose access to information, the latest technological advancements, and the ability to steer standards in the direction that suites the agency, which will result in additional cost to NOAA. NOAA is currently a principal member, which most importantly allows us to be part of the final authority that votes on the approval of OGC standards and policies as well as steer new directions in the programs activities.
The OGC is the only group engaged in developing open standards for geospatial and location based services. It is for this reason that OGC is uniquely qualified to offer membership opportunities and provide the forum for working on technical requirements and standards based solution guidelines for geospatial data and services. Therefore, the OGC is the only vendor who can provide NOAA with these services.
5. Market Research.
The market research was based on government and industry resources knowledgeable in this area. Additionally several internet searches were conducted resulting in OGC.
6. Determination by the Contracting Officer that the anticipated cost to the
Government will be fair and reasonable.
The contracting officer determines that the anticipated price(s) will be fair and reasonable based on historical prices and published price list.
7. Technical/Requirements Representative Certification
